Summary

Celo Mexico proposes the continuation of previous successful initiatives. In order to establish and scale ecosystem growth, prepare for the launch of a Mexican Peso stablecoin (cMXP), and set the next stages for real world adoption of crypto via CeloPG, including initiatives like hackathons, payments, and platform development for microloans and microgrants for committed teams and educational programs. Celo Mexico Leads would be supervising that the efforts from the community are data-driven opportunities to narrow mass adoption, while aligning to Celo’s bigger goals.

Our aim is to create a robust foundation by hosting one major in-person event, with all the active communities in Mexico, an online introduction to the cMXP stablecoin, introduction to the tech stack on CEL2, engaging in activations to outreach users, educate and onboard developers. This phase will serve as the groundwork for subsequent initiatives aimed at driving adoption and building real-world solutions using Celo’s ecosystem tools.


Motivation

As we are well aware that CeloPG is working on an ongoing initiative for 2025 that we want to be potentially part of, there is an estimate that funds will arrive by mid February. This means if we wait that time, Celo Mexico would be underfunded for 6 months (Sep24-Feb25). Although we have the support from the community, this is quickly “cooling off” as we are not present as other active L2 in the region. Hence, we draft this proposal to support operations, while we are able to continue the previous laid groundwork. As pointed out before, Mexico is a fertile ground for blockchain adoption, with its large unbanked and underbanked population, significant remittance flows, and growing interest in digital financial solutions. We then plan this “Phase 1” of this proposal focuses to continue on building awareness and trust in the ecosystem while introducing Celo’s tools to address the domestic market needs.

By fostering a strong foundation, we can ensure the success of future 2025 initiatives, such as hackathons, bootcamps and microgrants for builders. This in order to accelerate the adoption of the Mexican Peso stablecoin as a key driver of financial inclusion in the Mexican territory.

  • Host one IRL event to engage and onboard developers, entrepreneurs, and enthusiasts. Including professional content making (after movie and photos)
  • Organize an online event introducing the cMXP stablecoin and its potential use cases.

  • Set up the groundwork for hackathons, educational programs, and builder-focused microgrants.
  • Drive adoption for the cMXP
  • Create a structured framework to reach measurable adoption metrics and regional impact.

  • Introducing the Mexican Peso stablecoin (cMXP).
  • Demonstrating Celo tools for developers and users.
  • The impact of Gitcoin rounds supported by CELO.

  • Explaining how cMXP can drive financial inclusion with millions of people

Conclusion

Phase 1 of the Celo Mexico proposal represents a critical first step towards keep on building a strong foundation for Celo blockchain adoption in Mexico. While I applaud the pro-activity and efficiency of Gerry and Carlos, I would prefer Celo Mexico to be part of a unified proposal for Regional Hubs for 2025 instead of setting out by themselves. I will vote against them if they submit before EOY.

Another aspect in Current Celo Governance Overview & Procedures is proposals needs to be up on Forum for discussions at least for seven (7) days before continue the path to the Governance Call, and your proposal doesn´t meet that requeriment for the Next Governance Call planed date.


Also I echo @LuukDAO comment, but at the end is your decision how you want to move forward with the proposal, but before that you will need to fix the highlighted items.

About responsiveness, yes we keep and eye on this, but we are hustling as the last support was on September (we crushed it) and even if we make our best to keep engaged on the forum and all the news and announcements. We have been hustling for 3 months since the last support. But we created Celo Mexico Twitterr account in January 2024.and the Celo Mexico Telegrarm in December 2023.

We keep the Twitter active and translating announcments, we keep minting on Mirror and publishing the latest news in Spanish. We have plans and strategies to make the ecosystem growth happen in MX.

Thank is advance for you comprehension if we cannot keep an eye as you guys, as soon as the snow ball start rolling on our size, we will be fully engaged and more responsive.

Unified Regional Proposal Concern:

Thank you @LuukDAO for your comments. We completely understand and support your preference for a unified proposal for Regional Hubs in 2025. Our intention with this draft is not to sidestep those efforts but rather to ensure that the momentum built in Mexico does not stagnate during the six-month funding gap (Sep '24 - Feb '25).

Without immediate support, there is a risk of losing traction in Mexico, where we’ve already established strong community connections and laid a solid foundation for adoption. On the ground, we are seeing other Layer 2 ecosystems actively engaging with communities, gaining visibility, and building momentum in the region. Meanwhile, without funding, Celo risks losing its competitive edge and presence in this fertile market.

This proposal serves as a Phase 1 bridge to sustain our current initiatives, ensuring continuity while we prepare to align fully with the Regional Hub framework.

That said, and as noted on the original proposal, we remain fully open to integrating Celo Mexico’s efforts into a broader regional proposal once timelines, processes, and responsibilities are clarified. Our Phase 1 activities have been designed with the intent to enhance decentralization and governance, ensuring the funds are strategically allocated to streamline operations that deliver measurable value.

We kindly ask the community to reconsider our approach, as we strongly believe this proposal represents the first step of a unified strategy. By approving Phase 1, we can build the groundwork that will seamlessly integrate into the larger Regional DAO funding framework in 2025.

2. Seven-Day Discussion Period Clarification:

I’d also like to clarify that the proposal was posted on December 13th, and the Governance Call is scheduled for December 19th. This timeline ensures the proposal will have been up for exactly 7 days prior to the call, meeting the requirement. We are actively engaging during this period to respond to feedback and refine the proposal as needed.

3. Alignment with CeloPG Regional DAO Funding:

We want to reiterate our support and enthusiasm for participating in the CeloPG Regional DAO funding initiative. This Phase 1 proposal is intended as a bridge to sustain and grow momentum in Mexico during the interim funding gap (Sep '24 - Feb '25). By maintaining community engagement and developer education now, we aim to ensure Celo Mexico is well-prepared to integrate seamlessly into the broader Regional DAO strategy in 2025 as mentioned in the proposal.

Prob he got confused with Carlos Colorado, Dev we onboarded on the Guadalajara Hacker Event. As Carlos was actively proposing to build the Celo Name Service, as part of Celo Mexico suggestion.

Yes, we onboarded Carlos in September, he is a good developer capable of working on CNS and other technical tasks to develop products or initiatives coming from Celo Mexico.

We have more developers, exciting times ahead with the Superchain and the connectivity between the L2, including CELO. We are ready not only to grow adoption and awarness in Mexico. But engage on products which can emerge and transact in Stable coins, to heelp increase the volume. I do have some projects in mind for reemittances as the volume for receiving only is 66 billion per year. As advisor an senior blockchain biz dev, I do have the network to roll out fiat to stable coins on Celo in every 7eleven, walmart, pharmacies and other thausands of PoS in Mexico.
