Formats for Celo Governance & CeloPG Proposals

As part of our work as Celo Governance Guardians and with the recent approval of the Celo Governance Guild, we’ve put together this guide to help the community understand how to post proposals in the Celo Forum.

This post aims to clarify the process for submitting proposals related to Celo Governance or Celo Public Goods in the forum.


:page_with_curl:General Items for proposals (Mandatory)

For any proposal intended for Celo Governance or Celo Public Goods, the following general format should be followed:

  • Receiver Entity: Celo Governance / Celo Public Goods
  • Status: [DRAFT] / [FINAL]

:classical_building: Celo Governance Proposals

When submitting a governance proposal in the Celo Forum, make sure it includes the following structure:

  • Title: Write a short & clear tittle for your proposal,
    :no_entry_sign: DON´t Include[DRAFT] or [FINAL] in the tittle because it is used also as url for your topic
  • Author(s): List of all names/aliases aand their repective forum handle. Ex: Celo User1 (@celouser1), Celo User2 (@celouser2) & Celo User3 (@celouser3)
  • Type of Request: Pick one of the possible type of requests listed below
    • Mento Proposal
    • Network Decisions & Protocol Improvements
    • Smart Contract Changes
    • Temperature Check
    • Funding

If your proposal is a Funding proposal, you should include:

  • Funding Request: Writhe the funding request expresed in the token requested, can be one token or two different tokens and can also include the number of claims. Example 1: 100,000 cUSD + 1,250,000 Celo Example 2: 55,000 cUSD: 28,000 cUSD | 2025 H1 + 27,00 cUSD | 2025 H2
    :exclamation:When submiting a funding request, you should take a look at the Celo Community Treasury Dashboard to see the available funding and the compromised resources.

:seedling: Celo Public Goods Proposals

For proposals related to Celo Public Goods, you should follow the specific Celo Public Goods rules. However, we recommend at least adhering to the following structure:

  • Title: Write a short & clear tittle for your proposal,
    :no_entry_sign: DON´t Include[DRAFT] or [FINAL] in the tittle because it is used also as url for your topic
  • Author(s): List of all names/aliases aand their repective forum handle. Ex: Celo User1 (@celouser1), Celo User2 (@celouser2) & Celo User3 (@celouser3)
  • Type Of Request: CPG Funding/Non Funding Request
  • Aligned Public Goods Bucket: Pick one of the possible Public Goods Bucket listed below or consult with CeloPG the different Duckets available for each period
    • Celo Grants and Requests For Proposals
    • Regional DAOs
    • etc…
  • Funding Request: Writhe the funding request expresed in the token requested, can be one token or two different tokens and can also include the number of claims. Example 1: 100,000 cUSD + 1,250,000 Celo Example 2: 55,000 cUSD: 28,000 cUSD | 2025 H1 + 27,00 cUSD | 2025 H2
    :exclamation:When submiting a funding request, you should take a look at the Celo Public Goods Budget for evey period to see the available funding and the compromised resources.

:bulb: Additional Suggested Items for Proposals

Please consider include each one of those items in the description of your proposal, in case there is one item that you consider is not necessary to be described, just write “N/A” or explain why is not needed.

  1. Summary: Provide a concise overview of your proposal, explaining how it contributes to the development of Celo, outlining the timeline, and highlighting the key objectives to be achieved if approved.
  2. Motivation: Explain why this proposal is important for Celo's growth and well-being, referencing past initiatives or market developments that demonstrate its significance.
  3. Specification: Provide a detailed explanation of the proposal, including relevant resources, data supporting its relevance, and specific plans or track records.
  4. Metrics and KPIs: Outline the specific metrics and key performance indicators (KPIs) that will be used to evaluate the success of this initiative.
  5. Current Status: Indicate whether this initiative or proposal already exists. Share progress updates and references to previous proposals, if any.
  6. Timeline and Milestones: Outline a clear timeline or roadmap for the initiative, including key milestones to track progress.
  7. Detailed Budget: Specify the detail of the budget requested in terms of activities, milestones, or any other clear description.
  8. Payment Terms: Specify how withdrawals will be made from the Community Fund or how payments are expected to be managed by CeloPG.
  9. Team: List the individuals involved in the proposal, along with a brief background for each team member.
  10. Additional Support/Resources: Highlight any non-financial resources or support needed from Celo Governance Guardians or Celo Public Goods Stewards, such as testing, feedback, or introductions to specific stakeholders.
