In line with the Celo Governance Seasons Strategy, this proposal aims to fund ‘CeloPG Season 0’ — a builder team dedicated to accelerating Celo’s ecosystem growth as it transitions to an Ethereum L2 and integrates with the Optimism Superchain. By continuing to innovate on public goods funding, governance coordination, and real-world blockchain adoption, CeloPG plays a critical role in shaping Celo’s regenerative digital economy. This proposal requests 164,000 cUSD and 685,000 CELO to invest in key programs and sustain initiatives until June 30th, 2025.

Context (2 + 5)
As Celo transitions to an Ethereum L2 and integrates into the Optimism Superchain, we believe it is more important than ever to double down and solidify Celo’s positioning as a leader in real-world adoption and real-world impact. Realizing a sustainable onchain economy for Celo requires a diverse, fast-moving ecosystem that can experiment with innovative funding models and effectively reward impactful builders at scale.

Since its inception, CeloPG has been key in spearheading this mission within the Celo ecosystem, leading programs and initiatives that ensure capital flows to mission-aligned builders and communities. In 2024, this included RPGF0, Celo’s first retroactive funding round that distributed 250k CELO to key ecosystem projects; Regen Coordination, a movement supporting local and global regenerative finance communities that with an $80k sponsorship from CeloPG, raised over $150K in external matching; and Celo Citizen Retro, an onchain mechanism rewarding active network contributors. Additionally, CeloPG has played a key role in helping to evolve Regional DAOs and streamline key Celo Grant programs.

During this time, Celo’s governance and ecosystem have evolved significantly, driven by initiatives like Celo Mondo and progress toward CEL2. In 2025, Celo enters the Impact Age, as best articulated by Rene—a phase focused on scaling ecosystem projects, achieving product-market fit, and driving environmental, social, and economic impact. At the same time — as recognized in the Celo Governance Seasons discussions — further evolution of Governance and streamlining of treasury management are required to continue decentralizing and growing the community and ecosystem around Celo.

This proposal for CeloPG Season 0 builds on past efforts while evolving its scope to make CeloPG leaner and more focussed than ever. With an H1 2025 budget request of 164,000 cUSD and 685,000 CELO, CeloPG will continue to focus on supporting impactful builders in the Celo ecosystem while innovating on the latest frameworks, AI, and onchain tools. With this proposal, we aim to drive the next phase of Celo public goods funding, onchain innovation, and ecosystem coordination, ensuring that the transition into the Superchain strengthens our position and accelerates progress toward Celo’s Regeneration Phase: a self-sustaining, decentralized, and community-governed ecosystem.

Ecosystem Alignment
A key part of the CeloPG strategy is ensuring Celo continues to act as a live player in the Superchain, Ethereum, and Public Goods ecosystem while optimizing the resources and guidance provided to the Celo ecosystem. By aligning our initiatives and objectives with the strategies of some key stakeholders—including the Optimism S7 season and Gitcoin 2025 Strategy—CeloPG can nurture our role in these ecosystems while increasing the resources available to Celo-aligned builders. We are dedicated to building, experimenting with, and advancing blockchain-based public goods funding mechanisms on Celo to make a regenerative digital economy a reality. This season, we’re doubling down on past learnings and enhancing our approaches with Impact Data Frameworks, AI agents, and onchain impact certificates to accelerate the Celo Public Goods ecosystem further.

Program Innovation
Developing systems and strategies for reliable impact measurement and reporting is key to creating programs that effectively reward impactful builders at scale. Development of frameworks and tools such as Common Impact Data Standard (CIDS), the Ecological Benefits Framework (EBF), and Prosperity Accounts - to which our team actively contributes, as well as continuing our collaborations with partners such as Gitcoin, Open Source Observer, Metagov, Hypercerts, and Karma GAP will enable us to leverage data-driven approaches and implement innovative mechanisms for capital allocation.

Season 0 Objectives and Deliverables (4)
Our key objective is to make Celo the most advanced Public Goods Chain and realize Celo’s vision of becoming a digital Regenerative economy.

As such, our milestones are:

  • 1. Continue to position CeloPG as leader in the Web 3 x Impact and Public Goods space: Develop a standalone CeloPG brand and other key assets, such as the CeloPG.eco platform, that streamline program operations and retain talent and partners to Celo. Deliverable: Launch a stand-alone brand and updated website by March.

  • 2. High-quality execution of Builder Programs: KPI: The overall Quality of Celo Ecosystem Round and Season 0 Retro scored at least 4.5 out of 5 or higher by participants using a post program form

  • 3. Amplifying Celo resources for builder programs: Ensure that all programs resources are allocated to Celo-aligned builder that continue to provide value to Celo and attract third-party resources to increase the ROI of our programs. KPI: Aim to attract at least 50% in extra resources to the Builder Programs.

  • 4. Support the operations and evolution of Celo Governance: Deliverable: Provide timely and high-quality Governance Input, Treasury Reports, and organizing a flagship Gather event at the end of Season 0. Quality to be assessed by the Celo Governance Lead and Delegates.

Specification (3)
CeloPG Season 0 consists of eight interconnected line-items, each with their own focus and budget.

A. Program Management and Operations: The CeloPG Team will manage, operate, and report the CeloPG Builder Programs and represent CeloPG to attract resources and partners. This budget includes contributing costs, legal costs, software, and a small travel budget.

B: Brand and Website Development: With this new scope of CeloPG, we believe it’s the right moment to create a standalone CeloPG brand kit to articulate our focus better and differentiate from the regular Celo logo. We’ll produce an elegant brand kit that aligns with Celo Brand Assets. We will also update the CeloPG.eco website and provide the Prosperity Account to communicate effectively and leverage the capacity of onchain solutions + AI Agents for alignment. We’ll increasingly integrate our solutions and programs with the Celo Devrel program and tooling such as Jokerace and Lemonade.**

Ecosystem Services
To support Celo Governance in decision-making and help unite the Celo Ecosystem around shared objectives, we will provide the following ecosystem services we successfully provided in 2024 across CeloEU and CeloPG.

C: Celo Governance and Treasury Support: Maintaining the Celo Community Treasury Accounting Sheet (view Dec 2024 version here) and publishing a Quarterly Treasury Report and providing proactive R&D support to the Celo Foundation and Ecosystem regarding Governance and Tokenomics, such as the Governance Sprint and L2 evaluation research - in line with the Seasons strategy.

D. Event Services: Lead the organization of a premier Celo ecosystem event in the early Summer of 2025 to unite and accelerate the ecosystem after the CEL2 transition in collaboration with the Celo Foundation. This budget does not include venue, merch, etc., which would be separate as a follow-up proposal once we have aligned the proper event scope with key stakeholders. Estimate the number based on the Celo Connect Berlin and Settlement Day budgets.**

Celo Builder Programs
Creating a culture of build and getting rewarded is one of the best ways to grow the ecosystem. To make building on Celo exciting, rewarding, and impactful, we aim to continue operating multiple Builder Programs that attract and nurture builders on Celo at various stages of their journey. By partnering with value-aligned teams and initiatives, we can significantly increase the resources available in the builder programs.

E. Celo Ecosystem Round: The Celo Ecosystem Rounds merge the CeloRPGF0, which retroactively rewards projects building on Celo based on key metrics, and the Real World Builders program, a proactive donor-influenced grants program, into one unified program. The Celo Ecosystem Rounds will be developed in collaboration with Gitcoin, which, as indicated in its 2025 strategy, is moving to multi-mechanism rounds where different allocation mechanisms that are increasingly data-driven, allowing for AI Agent automation are used depending on the type and stage of projects.

F. Regen Coordination: In 2025, we will build on the strong foundations of 2024—having supported four Gitcoin rounds that raised over $235,000, nearly triple the funding provided by CeloPG. We will continue to work with leading onchain impact organizations to run the largest Regenerative acceleration network to retain and grow the ReFi and Impact niche on Celo. G. Community rounds: We’ll support matching for mission-alligned community rounds, allowing CeloPG to attract and nurture key sub-communities on Celo. In H2 we matched $31K in Community Rounds resulting in over $100k in cUSD being distrusted to builder on Celo - over 3x ROI.

H. Season 0 Contributor Retro: Comparable to Optimism’s season rewards and inspired by the insights gained during the Celo Citizen Round, we will collaborate with the Celo Foundation and Feedback Committee to shape and operate a Celo Goverance Season 0 Retro program to reward active contributors in the transition.

A, B and C represent 133K cUSD + 75K Celo (aprox 42K USD) = 172k. Over a total budget of 282K + 700 K Celo (392K) = 674K, that’s an overhead of more than 25%. Feels off.

On the other side, there have been funding for regen projects in the past, it would be great to investigate how much network activity it has driven before doubling down in that vertical, I feel the effort should be in StableCoins and payments because that’s where I see the traction coming.

I am also not sure why we need to create a new brand for these kind of initiatives.

Hi Martin,

This is not a new brand; CeloPG has existed for over a year and coordinated multiple Celo ecosystem programs over the past year.

The costs you indicate are not purely “overhead” as they include the development of open-source software, public goods frameworks, Celo Governance and Treasury support, and significant BD efforts.

In H2 2024, we attracted over USD 150,000 in third-party matching into our program, multiplying Celo’s capital by 1.7x. The additional capital we’re able to attract for Celo Public Goods and its Builders nearly completely offsets any spending on personnel, grants, and operations—in addition to bringing positive PR and new builders to Celo.

The Regen Coordination is one of the programs; the other programs focus on Celo Builder support, of which Stablecoin-related activities are a great share. We’re also already collaborating closely with MiniPay, Mento, and Valora to accelerate their builders, users and products through our programs.

I would like to respectfully share some thoughts about this proposal.

In my opinion, it doesn’t seem solid enough at this stage.

It feels like it may have been put together rather quickly. Additionally, it doesn’t appear to follow the established structure for submitting proposals that request funds from the community fund.

Do you plan to align your plans with the Regional DAOs? Given that the community will need to craft a new governance framework over the next six months, I believe it’s essential to ensure proper alignment with the overall vision.

Also, Could you provide more transparency on the budget allocation?

Here is the template used by the Celo Regional Council—feel free to use it.

I think it is important to better understand how the funds will be distributed across the team, similar to the chart attached from Celo EU for the H1 2025 season.

I look forward to hearing your thoughts on this.

We’ve added the required proposal details following the guidelines.

This proposal is an adjustment from the CeloPG 2025 draft we’ve worked on since December last year. The trigger to iterate on the scope of CeloPG was the Celo Governance Seasons, a conversation about Governance Evolution ahead of Cel2 Migration thread - which we feel is the right step forward for Celo. As such, we adjusted our scope to better fit in the new framing.

In 2024, CeloPG collaborated closely with all Regional DAOs. We remain committed to collaborating with and integrating approved regional DAOs into our programs.

We added a sheet with a more detailed breakdown of the Season 0 program and ops budget + the numbers of CeloPG 2024 for reference.

Hi @celogovernance, we reviewed our proposal and labeled all sections to match the suggested proposal sections (using the numbers you assigned each section). The standard order is, however, suboptimal for our proposal. Hence, we’ve kept our current structure.

We’ll create a detailed KPI sheet based on our specifications and add it to the proposal before the Governance call tomorrow to have each of the suggested sections​ included in the proposal.

After intense collaboration with the Celo team, delegates, and other proposal writers - our team has reworked our proposal to be focused and lean - which better fits Celo’s current state.

The new scope greatly reduces our budget: From 282,000 cUSD to 164,000 cUSD - a reduction of over 30%.

Accelerating is not the right move with the upcoming CEL2 transition and evolution toward Seaso​m. Our new proposal triples down on the activities that have shown clear ROI in 2024 while reducing new initiatives until we’ve aligned on new long-term strategies, key measurables, and processes as an Ecosystem.

We look forward to today’s governance call, during which we will present the current proposal and discuss Celo’s future call!

Thanks, @CPG_Stewards, for updating the CeloPG Season 0 proposal. From my perspective, it now meets all the necessary requirements:

  • The proposal has been posted on the Celo Forum and remained open for discussion for at least seven (7) days.
  • It was presented during Celo Governance Call #58 on January 30th, 2025, and the feedback received was addressed.

With that in mind, I believe the proposal is ready to move forward to the voting phase. That said, given the volume of passionate feedback and ongoing discussions, I think it would be wise to allow a bit more time before submitting the proposal for voting. This would ensure that any remaining concerns are properly considered and that the final version has the strongest possible support from the community.

I appreciate the effort put into this proposal, but I believe it would benefit from further discussion and refinement before being submitted for on-chain voting.

From my perspective, there has been limited engagement with the community and minimal feedback so far, especially considering the active discussions around the Regional Council proposal. I see this as an opportunity to strengthen community involvement and ensure a well-rounded decision-making process.

There are a few areas I’d like to highlight for further consideration, as they impact the broader ecosystem:

  1. Celo Distribution to CPG Members
    Over multiple seasons, CPG members have received significant amounts of Celo, leading to a concentration of voting power. I wonder if there might be a way to create a more balanced distribution that supports broader participation and inclusion within the community.

  2. CPG Team Salaries
    I believe it would be helpful to revisit the salary structure of CPG team members, particularly in comparison to other regional DAOs. Given that some members hold multiple roles within and outside the Celo ecosystem, I think transparency and clarity around compensation could help ensure fairness and alignment with community expectations.

  3. Team Composition & Transparency
    I’ve noticed that the current CPG team consists primarily of members from Superchain Studio and former Kolektivo contributors.
    While external private actors play a valuable role in the ecosystem, I believe that operating with a high level of transparency is essential. Some budget allocations, such as the one for “event services,” could benefit from additional clarification. For example, could we provide more details on the intended goals and plans for this allocation? Will there be a major Celo event in the next six months?

I bring up these points with the intention of fostering a more inclusive and informed discussion. I encourage the community to share their thoughts so that we can collectively refine this proposal and ensure it best serves the ecosystem.

  1. Being rewarded in CELO is an option that all contributors have. CeloPG rewarded a share in CELO, especially considering the Celo Community Treasury holdings (More Celo than cUSD). If there are any other proposals, they can also decide to reduce their cUSD amount and ask for a share in CELO, which would be great.

  2. These roles are priced below market rates and must be filled for this program to operate. No other roles in the Celo ecosystem are fulfilled by any contributors scoped.

  3. Each contributor’s past work is our proof of integrity. The perceived value of the Celo Gather and Settlement Day event justifies future services. A contributor connected to Super Studio, a collective dedicated to accelerating the Superchain, should be seen as a net positive, as it ensures the contributors have the proper context and skillset.

  • Present Proposal in a Governance Call and address the feedback received: Proposal was presented during Celo Governance Call #58 | January 30th, 2025

    This review process is strictly technical in nature, focusing solely on verifying the authenticity and good faith of the proposers. It does not involve any personal opinions or biases regarding the merits or content of the proposal itself. To maintain the integrity of the Celo Governance repository, it is mandatory to obtain approval from a minimum of two Governance Guardians for each PR before it can be merged into the main branch.

Hi everyone,

I agree with @Joan_DeRB’s point that this proposal would benefit from further discussion. As a former CeloPG Steward during the last season there were many concerns raised to the Lead close to the end of the season which were not addressed and were suggested to be discussed in future proposals. So this seems to be a good opportunity to ensure that any new proposals cover these gaps.

  1. Something valuable that the proposal is not addressing and has also not been addressed in previous reports for Celo PG is the ROI of the funding being allocated by the program to the advancement of the adoption of Celo as a chain, stickiness of builders to the ecosystem, and growth in the network?

While the amount of matching funds achieved in the round is a good data point to consider, if we don’t know who many of these teams were actually part of the Celo ecosystem, we might find that the total value generated for Celo is actually less than it was allocated by CeloPG.

Could you please provide metrics and data on past benefits specific to Celo builders derived from these rounds? A simple summary that would be useful for decision makers could look like:

From the $80k sponsorship from CeloPG, how much of this funding was distributed to Celo builders/contributors? How much of the additional $150k in matching was distributed to these teams with a proven footprint in the Celo Ecosystem?
This information would be more informative in determining if these programs have resulted in a net positive outcome for the Ecosystem.

In addition, this would seem to be a better metric to evaluate the Milestone 3.

  1. One of the main concerns raised last season was the lack of communication with the Ecosystem Development team and with other stakeholders in the technical development of CEL2 to understand what types of Public Goods require prioritized funding in the Celo Ecosystem. Without effective communication and alignment funding is fragmented and it’s impact on the ecosystem is diluted or wasted by not prioritizing the long term needs for Celo at an infrastructure level and at a talent acquisition and use case level.
  • How is the CeloPG team addressing this concern?
  • What type of mechanisms or discussion spaces are considered to ensure there is good communication with other initiatives led by Labs/Foundation to ensure that fundig is flowing where necessary to advance the evolution of the ecosystem and the adoption of it’s technology?

To the Milestones proposed:
3. Can you please explain in detail the need for a standalone CeloPG brand and other key assets? The website (platform, design etc) was created just last year and has been budgeted and was paid $18,000 cUSD in H2 last year alone. Why is there a new need for $7,500 cUSD for additional work?
How were the $18,000 cUSD from last used? For now, it would seem that additional expenses on the website are not merited based on the amount of funding allocated to it last year during H2 alone.
While a new branding to differentiate the program from the Celo Official brand is beneficial, this seems like a perfect opportunity to open an RFP or open up the redesign to potential members of the ecosystem that can deliver a valuable solution for a better price.

  1. Event Services.
    It seems very little of this event is clear and most of the funding required to host an event is not considered in the proposal. Considering as well that the location and therefore the host community is unclear, it seems to be worth waiting to create a stand alone proposal to define what the budget required for the event should be to ensure that it is successfully hosted with the previous standards that have been delivered.

Going over the breakdown for the proposed Season 0 there are some points it would be useful to understand:

  1. Can you please share what has been the benefit for Celo as an Ecosystem and for the Celo PG program to cover the Legal costs to operate the ReFi Foundation? ($5,000 cUSD for this proposal)
  2. What is the reasoning behind covering the Accounting for the ReFi Foundation and it’s board members within the CeloPG budget? ($6,000 cUSD)

This however is an improvement considering that in H2-2024 CeloPG paid $12,000 cUSD to the ReFi Foundation for Accounting and Admin.

  1. Can the team also please share more on the functions of the board for the ReFi Foundation and who makes up the board?

  2. Adding to @Joan_DeRB’s comment, it would be helpful to revisit the salary structure of CPG team members, considering the salary structure that was in place last year. Last year the Lead received an allocation of 23,500 Celo and $40,000 cUSD for 100 hours of work per month for 6 months. For this proposal we are seeing a reduction of 40% in the number of hours, but an increase in the amount of CELO and a non-proportional reduction to the cUSD amount.

I think additionally having more transparency on the workload and team composition can help in aligning community expectations.

Something that was loosely addressed last season and was mentioned would be better addressed this season is the disclosure of Conflicts of Interest within the members of the CeloPG team. Can you please share what will be the policy used for disclosure of Conflicts of Interest by CeloPG contributors to the community? This is common practice across the industry, it would be greatly beneficial for Celo to adopt this procedures.

As best practice, it would also be good to have a process for the removal of members who have violated the COIs. Can the team please share what this process would be and what are the operational details for it?

Don’t think we’ll have the later case, but it is common practice (as done in multiple communities such as Optimism, etc) to have clear procedures to safeguard the wellbeing of the community.

  1. Can you please disclose what will be the framework used to allocate the “Program Coordination Flex Budget”? It would be hard for voters to determine if this budget should be allocated while blindly approving how it will be used. For example, under which circumstance would these funds be returned? Will the framework and evaluation logic be made public later on if not disclosed now?

Looking forward to the new information provided by the team that can help make improve this proposal to ensure the program delivers a great outcome for the Celo Ecosystem.
