Celo Regional DAOs: A Retrospective on 2024

This thread provides an initial reflection of the Celo Regional Hubs (DAOs) operations to generate key insights to shape effective and scalable models for expanding Celo globally through regional Hubs. Not all Regional DAOs have submitted their final report for the year, which will be integrated later to provide a better overall picture. This report was produced by Niko da Costa Gomez, co-lead of Celo Europe, after speaking with different Regional DAO stakeholders (not all). Further feedback and suggestions are highly appreciated.

Background
The Celo Regional DAO initiative emerged in early 2023 as an experiment to decentralize ecosystem growth on a local level and fill the gap left by the original ambassador program. Funded and supported by the Celo Foundation, these DAOs were designed to bring global innovation to regional ecosystems by nurturing builders, users, and partners worldwide.

The first year was experimental, allowing Regional DAOs to test diverse onboarding and engagement strategies. However, in 2024, Regional DAOs became increasingly structured through the support of CeloPG, structuring the application and budgeting processes. Now, as we stand at a pivotal moment, it’s time to reflect on what has been achieved, identify lessons learned, and use these insights to shape the vision for 2025.

1. Regional DAOs overview in 2024

In 2024, CeloPG received diverse applications from across the globe, requesting different budgets to support localized initiatives. While not all proposals were approved, it granted insight into budgets and how teams support the bigger Celo Vision. These DAOs proposed different ideas to drive Celo’s adoption, from developer onboarding to financial inclusion campaigns. Below is an overview of all DAO applications, their focus areas, and funding statuses:

*CeLatam has not requested an additional budget this cycle and is still spending from its initial proposal. The numbers mentioned here are approximate spending for 2024.
**Celo Colombia is the only Regional Hub funded in 2024 that proposed a budget directly to the Celo Community treasury, separate from the CeloPG budgets.

2. Key Achievements of Regional DAOs in 2024

An analysis of the activities in 2024 reveals several notable accomplishments that highlight their contributions to the Celo ecosystem:

    • Celo Gather: Celo Europe has organized a flagship event bringing all the stakeholders together and has sparked community-driven Celo Gather worldwide.
    • Knowledge and Talent Development: Regional DAOs have cultivated a network of individuals with deep expertise in Celo. Many contributors, starting from scratch, have quickly integrated into the ecosystem and now play active roles in shaping its growth and direction.
    • Localized Education: Several DAOs translated educational materials into local languages, making Celo accessible to underserved communities.
    • Hackathons and Bootcamps: Regional DAOs organized hackathons and technical boot camps, onboarding hundreds of developers to build on Celo.
    • Stablecoin Adoption: Campaigns in Africa and Latin America successfully drove increased wallet activations and transaction volumes.
    • Collaborative Networks: DAOs established partnerships between themselves and externally with local businesses, universities, and organizations.
    • Content Creation: Celo Europe produced high-level content around major ETH events and short documentaries shining light on Celo’s latest developments
    • Social Media Growth: DAOs significantly grew in Telegram, Twitter, and other community platforms, expanding Celo’s digital footprint.
    • Attendee Metrics: Events hosted by DAOs drew thousands of unique participants, demonstrating strong interest and community support.

3. Key Insights

After analyzing the 2024 applications and proposals, we identified key insights within the program. These findings offer valuable guidance for refining the approach in 2025:

    • 7 DAOs received funding, with budgets ranging from $2,000 (Celo Mexico) to $311,200 (Celo Africa).
    • Community engagement, events, educational content creation, and developer onboarding were the most frequent focus areas.
    • Celo Africa and Celo Europe received the most significant funding allocations for about ±70% of the total budget.
    • Celo Africa has an astonishingly high output for activating wallets, users, and developers.
    • Celo Europe falls under this high bracket partially due to the Flagship Celo Gather, which costs approx ±70K to organize.
    • Celo Mexico’s $2,000 budget highlights the opportunity for a smaller, more agile budget for quick market hypothesis tests.
    • The concept of DAOs is not always needed for smaller teams. It generally introduces unnecessary costs and more complexity than tangible benefits. Regional Hubs should choose the governance structure best suits their size, goals, and local context.

4. Winning Verticals

When evaluating Celo Regional DAOs, a common question is, “What is their ROI?” Due to the nature of Regional DAOs, it’s challenging to define a single standard metric to measure ROI. However, by analyzing DAO proposals, progress reports, and spending breakdowns, we have identified four key activity verticals that provide a measurable framework for evaluating and scaling Regional DAO activities.

  1. Community Engagement and Education: This vertical focuses on driving awareness, building trust, and introducing new users to the Celo ecosystem at a grassroots level. These activities help increase wallet activations and strengthen community trust. Key activities within this vertical include hosting workshops, meetups, and local events and creating accessible and localized educational content.
  2. Developer Onboarding: This vertical aims to expand Celo’s technical community and foster innovation by attracting and empowering developers to build on the platform. It boosts ecosystem growth by facilitating the creation of new dApps, tools, and projects by trained developers. Activities include organizing hackathons, boot camps, training sessions, and partnering with universities.
  3. Stablecoin Adoption: Focused on driving real-world usage of Celo stablecoins, this vertical increases transaction volume and supports financial empowerment. Activities involve promoting stablecoins for remittances and payments, and educating communities about stablecoin use cases and benefits.
  4. Ecosystem Capacity Building: This vertical builds foundational skills and infrastructure to ensure the growth and sustainability of regional ecosystems. Key activities include training local leaders and community members, running mentorship programs for developers and entrepreneurs, and supporting localized content and infrastructure creation.

These verticals align strongly with Celo’s mission and provide a clear framework for measuring the impact of Regional DAOs. The conclusions were drawn based on the following factors:

  • Data Analysis: Reviewing DAO proposals and progress reports revealed recurring themes and measurable impacts tied to these verticals.
  • Metrics Evaluation: These verticals allow for the development of systematic frameworks to quantify impact effectively.
  • Regional Consistency: The activities within these verticals were consistently executed across multiple DAOs, highlighting their relevance and scalability.

5. Observations for 2025

The achievements and challenges of Regional DAOs in 2024 provide valuable insights for shaping a better program in 2025. Here are key observations to guide future improvements:

Structured Growth Tiers DAOs varied greatly in size, maturity, and capacity, with larger DAOs often receiving the most resources. Implement a phased tier structure (e.g., Seed, Growth, Mature) to allocate budgets more effectively and ensure smaller DAOs have the opportunity to grow sustainably.
Onchain Data Points We often rely on trust and minimal documentation to confirm that parties have met their commitments. This lack of verifiable proof introduces uncertainty about the actual outcomes of these programs. Implementing onchain data points will create a verifiable and transparent system, removing ambiguity and ensuring accountability. This approach will provide a clearer picture of the actual return on these initiatives and build greater trust in the program’s impact.

6. Are Regional DAOs worth it in 2025?

This question has been at the forefront of our minds as we reflect on the role of Regional DAOs within Celo’s evolving ecosystem. As we enter a transformative phase with the CEL2 migration into the Superchain and align on the long-term vision of Celo’s Impact Era, Regional DAOs have the potential to be pivotal allies.

In this expanded landscape, Regional DAOs can act as connectors, creating localized experiences and attractors. They are uniquely positioned to drive grassroots marketing, build credibility, and enable organic adoption as we enter this new era. Their ability to operate on the ground, aligned with Celo’s vision, makes them a valuable asset in navigating the changes ahead.

However, sustainability is key. While some regions have shown significant success, it is only viable to continue investing large amounts of funding with a way to measure the impact or return on these investments. Besides providing measurable returns, mature regional DAOs should move toward partial self-sufficiency by diversifying funding sources, establishing income-generating activities, and forming strategic partnerships for this program to thrive long-term. If Regional DAOs remain entirely dependent on grants, the risk of inefficiency or resource waste increases.

Additionally, diversifying in key areas by allowing smaller DAOs to experiment and grow is crucial. Empowering smaller hubs to test ideas and build capacity creates a pipeline of resilient, capable hubs ready to scale. This approach ensures Regional DAOs can adapt to regional needs, uncover new opportunities, and strengthen the ecosystem from the ground up.

7. Path Forward

The successes and challenges outlined here highlight the potential of Regional Hubs to drive Celo’s mission forward, but they also emphasize the need for sustainability, accountability, and diversification. As more data and final reports come in, these insights will be refined to provide a clearer picture of the program’s overall effectiveness. Your feedback and suggestions are essential to this process. Together, we can ensure that Regional Hubs continue to be a driving force in expanding Celo’s global vision of prosperity for all.

Regarding Celo Colombia, first of all we’d like to clarify that our approved funding was $38,000, with $10,000 allocated to the cCOP/USDT liquidity pool on Uniswap, leaving only $28,000 for operations. Details can be found in our approved proposal. That number differs in almost the half of the number you mentioned in the report. :pray: Please if posible you can edit :pencil2: it in the initial post.

We pursued direct governance funding as the CeloPG budget was fully allocated for 2024. Delaying until 2025 wasn’t an option for us, as it was essential to begin operations to support $cCOP, Colombia’s first decentralized stablecoin :colombia::moneybag:

:anger: While this was necessary to ensure timely execution, we look forward to being considered for future CeloPG Budgets.

A few comments in your Observations for 2025

While implementing on-chain data points can enhance transparency and accountability, it is essential to recognize the diverse contexts in which DAOs operate globally. Factors such as limited digital literacy, language barriers, and access to technology can disproportionately affect DAOs in underrepresented regions.

A uniform approach risks creating unequal metrics that don’t fully reflect the unique challenges and successes of DAOs in different parts of the world. A more inclusive framework should account for these disparities, ensuring fairness and accuracy in impact measurement.

Finally, we’d like to reamrk that we were not consulted in the preparation of this report. We’d love the opportunity to provide our perspective and contribute to these discussions, ensuring a more complete representation of our efforts. :green_heart::rocket:

Re: CeloPG vs. Direct Governance Funding - Acknowledged. I am happy to see your team found an alternative route to funding, and I look forward to seeing your DAO grow and participate in the next cycle.

Re: Onchain data points - You raised an important concern I mentioned in the original report about the challenges of a uniform approach.

Generally the idea of onchain data points does not aim to enforce a one-size-fits-all solution but to create a system that supports transparency and accountability while being flexible enough to accommodate regional differences.

Re: Final Remark - As mentioned in the introduction, I consulted a few—but not all—Regional DAOs. The absence of a Regional Hub Council or a formal communication channel made it difficult to gather input from everyone.

As we move toward a new season, establishing a collaborative space or structure for all hubs to share insights is crucial.

At Celo Mexico, we are excited to see how this Regional DAOs initiative has evolved throughout 2024. We want to take this opportunity to share some of our achievements and lessons learned over the year, as well as contribute ideas that could enhance the approach for 2025.

Celo Mexico Highlights in 2024

This year has been a formative period for Celo Mexico, as we’ve worked to integrate into the ecosystem, build our community, and launch meaningful initiatives. While formal funding only began in September, our efforts have been ongoing for much longer, demonstrating our commitment to Celo’s mission.

  • Event Participation: We co-hosted four meetups during ETH Mexico, organized a Hacker Bootcamp in Guadalajara, and participated in several other events, connecting with developers and local communities to introduce Celo and its decentralized stable coins.
  • Localized Contributions: We initiated the cMXP proposal and translated key materials into Spanish, sharing them on Mirror to make Celo more accessible to Spanish-speaking audiences.
  • Community Building: Our Telegram channel was created in December 2023, and we launched our Twitter account in January 2024. These platforms have helped us engage with the local community and grow Celo’s presence in Mexico.
  • Cross-Community Collaboration: Through our involvement with ReFi Mexico, we’ve extended our reach and aligned with other impactful initiatives, working toward shared goals and contributing to the ecosystem’s overall growth.

While we’re proud of what we’ve achieved, it’s worth noting that our work has been carried out with limited resources. As we look to 2025, we hope to explore opportunities for additional support—whether through retroactive funding or support on an expanded budget before the CeloPG 2025 comes—to keep on building on the solid foundation we’ve established (or else we would be unfunded for 6 months Sep24-Feb25).

Our aim is to continue demonstrating value and contributing to Celo’s mission, growing our connections and initiatives while focusing on key KPIs that align with the broader ecosystem’s priorities. We’re excited about the possibilities for 2025 and are committed to helping Celo thrive in Mexico and beyond.

Looking ahead to 2025, we’d love to see:

This approach aligns with the structured growth tiers model and enhances Celo’s mission to decentralize innovation and empower builders, users, and partners globally.
  2. Focus Area Guidance to Avoid Fragmentation
    While freedom to support the broader Celo Vision is valuable, providing clear core focus areas (e.g., developer onboarding, stablecoin adoption, community engagement) as a foundation can help new Regional DAOs align efforts from the start. Tailoring these focus areas to each DAO’s resources and skills ensures efficient use of funds and reduces fragmentation, while fostering alignment across the ecosystem—even during the initial proposal stage.
  3. DAO Setup as a Starting Kit
    Although smaller teams may not always require a full DAO structure, including a basic DAO setup in the starter toolkit—such as a multi-signature treasury and a Snapshot governance forum—could establish the groundwork for growth and decentralization. As DAOs scale, additional tooling can be introduced, providing a gradual yet firm path toward governance maturity. A guide for implementing these foundational elements would ensure consistency across regions.
  4. Defining and Tracking ROI in Blockchain Terms
    Establishing a baseline definition for ROI in the blockchain context could bring clarity to impact measurement. Metrics like wallet activations, on-chain transactions, developers onboarded, dApps deployed, investment volume, and TVL could serve as foundational KPIs. Developing a built-in dashboard to capture and visualize these metrics in real-time would streamline reporting and enhance transparency. This approach supports the standardization of impact metrics and the integration of on-chain data points for accountability.

These adjustments could significantly enhance the effectiveness and scalability of the Celo Regional DAO initiative, empowering smaller hubs while maintaining alignment with the broader Celo Vision.

Re: Budget Allocation – Totally agree. Introducing a baseline allocation for smaller hubs ensures inclusivity and allows new initiatives to prove their potential. However, finding the right balance where small and bigger hubs can work comfortably would be best.

Re: Focus Areas – I agree that defining and aligning core areas during the initial proposal stage can help avoid fragmentation. However, this should also be taken with a grain of salt as regional differences require slight adaptation to the core focus for certain teams.

Re: DAO Setup – A starter kit with essentials is something that I didn’t think about in detail, but by reading your feedback, I can see the vision here and what would be important to include. It could help smaller teams build solid foundations and scale gradually.

A comparative overview of the initiatives undertaken by each regional DAO is recommended. This would facilitate the exchange of experiences, best practices, and lessons learned while helping to prevent recurring challenges across regions. Future reports involving multiple regional DAOs could benefit from incorporating interviews or direct feedback from the respective teams, providing richer and more actionable insights for the Celo ecosystem and the broader blockchain community.


CeLatAm

We would like to highlight the case of CeLatAm because it was the second DAO created and it received significant funding. The fact that they have not requested additional funds makes it appear that they are responsibly managing their funds.

  • Celo LatAm received an approval funding of 903,000 Celo in 2023 but did not request additional funds in 2024, spending $70,000 USD instead.
  • To improve clarity @NikoG, it is suggested that the column title “Budget Received” be adjusted to “Budget Spent,” or that CeLatAm be removed from that table and be treated as a different case.

However, quickly looking at their report, there are some aspects that seem unclear. Would you, @CeLatam, please clarify?

Season 0 vs. Season 1 Expense Report

  • The “Expenses” table for Season 0 and Season 1 appears identical, with the only difference being the cUSD rate adjustment. This change resulted in a variation in the percentage spent 22.7% for Season 1 and 15.34% for Season 0. If there were significant updates or changes between Season 0 and Season 1, highlighting them in the expense report would provide valuable context.

The retrospective report is comprehensive and much appreciated. Continued progress and updates from all regional DAOs are anticipated as they advance their respective initiatives.

It would be great to reap more of the learnings on the actual use of funds, explore the challenges and pushbacks some of these initiatives faced when creating and having their proposals approved, and the big picture impact this had on the Ecosystem.

  • Accountability and transparency is not dependent on having a uniform set of impact metrics.

It might help compare efforts across regions but I’d look at it with a grain of salt, otherwise we should be expecting Celo Europe to have the same Developer Acquisition cost as Celo Africa, which is not sensible.

  • Could you please expand what do you refer to as “DAOs operating independently”? Independently from whom?

Cross-regional collaboration should be something explored, but at the end of the day, each DAO/Group is working in a very particular context targeting particular audiences that behave differently from one region to another. So while organizations might have similar goals the strategies they need to follow and that work best for their audiences will diverge.

I support increasing communication, but the independent nature does not seem to be the things to avoid or correct for.

While Onchain data points are desired and definitely a good addition, I agree with some of the previous comments that each region and community have different barriers they face when conducting their work. I think a good starting point though would be to create a set of best practices for some of these environments and approaches that reduce the case for “minimal documentation” or “trust-based” evaluations.

Once again, thank you for creating this initial retrospective that sheds light into the work all of the Regional DAOs have developed over this past year, and opens opportunities to collaboration not only among them but also with other members of the Ecosystem.
