We’re excited to share our Draft proposal for Celo Africa H1 2024 in line with the Celo Public Goods Funding proposal for stakeholder input and early collaborations.

Summary

The proposal aims to allocate funds to the Celo Africa DAO from February 1st to June 30th, 2024, amounting to $248,300 cUSD. The goal is to accelerate the adoption of Celo throughout the African continent, including plans for expansion into Ghana and South Africa. The proposal outlines three primary focus areas: the Incubator program, attracting Web 3 talent to develop on Celo, and enhancing market awareness and brand positioning. By strategically allocating funds to these specific focus areas, the proposal endeavors to fortify and propel the Celo ecosystem within the African region during the specified time period.

Motivation

Following the success of Celo Africa DAO’s trial season 0, we recognize the significant value in extending its presence into 2024. This aims to leverage the established networks from season 0 and maintain a robust foothold in the African market.

Introduction

Celo Africa DAO has actively worked over the past six months to foster the adoption of Celo in Africa. During this time, we’ve successfully organized workshops and engaged with developers, inspiring a wave of innovation. Our initial focus has been on enhancing the capabilities of developers and founders.

As we move forward, our next significant step involves a more profound commitment to supporting talented community members, including developers, researchers, designers, and enthusiasts, in bringing their ideas to life to address some of Africa’s most pressing challenges. While our efforts to build and expand the ecosystem and raise brand awareness will continue, we are now taking a significant stride forward by introducing an incubator program and expanding to Ghana and South Africa. This marks the essence of Proposal 2.0, where we delve deeper into the details of our vision.

Focus Area 1: Incubator Program in Conjunction with Celo Camp

Total Budget - $35,000

The DAO will run an incubator program focused on Web3 founders building on Celo. Successful founders from each cohort will be presented to Celo Camp for acceleration and investment. The Incubator Program for African Innovators is designed to support early-stage Web3 projects in Africa by providing vital resources(technical support), mentorship, and essential infrastructure. Our program empowers entrepreneurs to navigate the complex Web3 landscape and aims to stimulate user growth on minipay and transaction growth on Celo in Africa. The top 3 projects will receive some seed support to help bring their MVPs to completion.

Focus Area 2: Attracting Web 3 talent to build for Celo

We’re committed to nurturing emerging Web3 talent, and we’ll achieve this by expanding our CodeJams( technical workshops) and Hackathons initiatives. In addition, we’ll introduce mentorship programs. Our primary objective is to establish a vibrant Web3 talent pool, connecting skilled individuals with partners and projects. Through hackathons, we’ll promote real-world problem-solving and collaboration.

Focus Area 3: Market Awareness and Community Growth

We’ve witnessed the growing influence of the Celo community across Africa, and we’re eager to extend our commitment to promote the adoption of Celo and MiniPay throughout the continent. We’ll build a strong local Celo community through content creation, social media engagement, and hosting local events and university meet-ups/college mixers.

  • 100+ followers on social media per month.

Transparency:

To ensure transparency and accountability which is the ethos that guides Web3 and DAOs to be more specific. We will have 4 multi-sig holders from all the three different countries we touch and an operations Manager to oversee the overall operations of the DAO.

Buffer

This budget allocation has been created in case of a delay in governance, which may lead to the late deployment of funds necessary for Celo Africa DAO to run. It is set to cover two weeks of operations for the month of July and has been calculated as a third of the budget required for July.

Payment Terms

We propose to receive the budget in two installments: the Q1 budget at the start of the proposal and the Q2 budget at the end of April after submitting a Q1 progress report on the Celo Forum.

Updates

Aliu Musa, Noah Baalessanvu, Khadeejah Amusat have stepped down as Multisig Signers and have been replaced by Daniel Kimotho, Umar Sebyala and Cynthia Kamau.

The following four people will manage the Celo Africa DAO multisig and coordination of the resources.

Great work everyone who has worked tirelessly to put this together! Having started the Africa DAO concept in 2022 and with the eventual passing of the proposal and all the success achieved by the DAO last year, I’m certain that this proposal entails all the necessary steps to build on the previous year success. The introduction of the incubation program is a huge step forward to bring many projects close to the celo ecosystem.
I’m also happy to see the brilliant individuals who are taking over some of the Multisig roles from us.

Rooting for the Africa DAO and the entire Celo ecosystem to setup for huge success this year.

The Celo Africa DAO has been the back bone for ecosystem growth initiatives in Africa over the last year and is still playing that role into this year.
As a concept that I contributed to in its formation and subsequent launch, the DAO has been a source of pride for me as an African Web3 professional.
Now that I have been given the opportunity to lead the community growth focus area in this phase of the DAO, I intend to build on the work that has been done so far while drawing on the experience I got while working as an ecosystem lead with the Celo foundation to energise, nurture and grow the most vibrant community around Celo in Africa.
Lets build a regenerative economic system where everyone can prosper.

Applying for Celo Public Goods Funding
You’re likely aware you can apply for Celo Public Goods funding under the Regional DAO strategy. We’ve just published a thread with more information here and created a Public Goods Funding Wiki to provide more guidelines. I propose adding [DRAFT] to the Title of your Forum Thread and updating that to [FINAL] when you believe you’ve incorporated feedback and would like to progress toward a vote.

Feedback on the proposal
I was glad to see the progress and reports of Celo Africa last year, and I see value in continuing to have Celo Africa operate.

Given that the request is significant, I feel some areas need more clarification or further specification.

  • Given a lot of the budget is allocated based on a number of events and hires - I propose adding comparable Payment Terms to CeloEU’s proposal to ensure the proper budgets are allocated: A first tranch to be allocated for the period of Feb - April, followed by a second tranch after a progress report by Celo Africa around mid-April.

  • Focus Area 1: The grants are specified as 1-5K, but the budget assumes the complete 5K is allocated to each. Propose to bring it down to for example $2500 each.

  • Focus Area 1: I am curious about what the 8 level 1 developers are and what they would each do for $2500 per person for these projects. Can you imagine leveraging existing Celo Builders to provide mentorship and feedback - instead of having level 1 developers paid and coordinating them? Alternatively - I would just increase the prize for winners (let’s say 7.5K each) and have them decide what they do with that budget (incl hiring lvl 1 devs).

  • Focus Area 2: No comments, seems reasonable.

The new proposal 2.0 builds on the foundation of the Celo Africa Dao activities from last year, demonstrating its continuous commitment to ecosystem expansion and Celo’s presence in Africa.The Incubator Program, as well as the growth into Ghana and South Africa, demonstrate a proactive and inclusive approach with a distinct focus on encouraging innovation and community engagement across the continent.

Based on the efforts Celo Africa DAO has made to nurture and promote web3 talent in Africa, the proposal will help scale in terms of getting more projects into the market through the incubator program, nurture young talent through hackathons and campus tours, and strategic brand positioning.

Celo Africa DAO has done such a commendable job in the African web3 ecosystem, and I am personally humbled to join the team, and contribute to scaling even further. Through this proposal we’ll get to nurture projects and ideas to move from ideation stage, to becoming full scale businesses, and produce top tier competitive web3 developers and contributors in the Celo ecosystem.

As the developer relations lead I intend to scale web3 talent in Africa, and use my experience as a Blockchain developer to create a developer-centric environment that will be highly productive, friendly and welcoming to new developers in the web3 ecosystem. Africa to the world.

Following up on Luuk’s questions, I am also curious what these 8 developers will be paid to do.

More importantly, what did the 15 developers from the previous proposal actually deliver? I remember a website being built, but was there any more traction or projects completed for these people? Where can we see their work?

I’m not sure investing more money here is the best decision unless there is specific work in mind. An example here would be implementing specific dapp ideas on minipay.

Can someone explain what happened to the previous Dev Rel Lead? What is their role in the new DAO?

How many developers turn up in previous workshops?

Would these be coordinated with CF Build with Celo hackathons?

For the 8 Level 1 Developers:

The scope for the 8 level 1 developers is:

  1. Technical support and mentorship to teams under incubation.
  2. Serve as hackathon /Codejam mentors,
  3. Work on DAO specific Dapps for Minipay and
  4. Support university developers onboarding with the developer relations lead.

Each level 1 developer is a Celo builder. We have hired from the pools of developers who have emerged strongest from our CodeJams across 2023, we believe we are aligned on hiring from within the ecosystem.

On increasing the prize money we are keen to get more out of each dollar invested. We are reducing the risk of projects taking grants and jumping protocols by utilizing the funds on great talent within the DAO that can deliver on outcomes. We can also not determine what teams will do with the funds, they may choose not to expand their talent pools.

Soon after the passing of the proposal, the fund experienced a sharp decline in its value as the market declined.

We made a decision to hire 4 developers instead of the 15. Their scope was Supporting code jams and university outreach events.

These are some of the projects built from S0:

This decision also helped to extend the runway of the previous DAO from 6 months to 9 months alongside other cost-cutting measures.

Khadija Amusat will not be a multisig under this new proposal. In the previous DAO, she was the Dev Rel lead, we were not able to find common ground on this proposal and workflow which led to us amicably parting ways.

We have since invited from within our ecosystem a dev rel lead with technical experience who will support hackathons, hacker-house experiences and learning groups in addition to code jams, the development of tutorials, technical support of the incubator projects and the coordination of internal projects - she will however have the support of 3 country dev rel leads - Kenya, Nigeria, Uganda and 7 junior developers from Kenya Nigeria, Uganda, South Africa, and Ghana.

She left on her own, literally. I guess she moved on to something else of her interest.

We had a total of 100 developers attending our CodeJams and University Events per Country, per event, with a cumulative number of more than 5000 developers attending all our events over the Celo Africa DAO S0.

Yes, hackathons and codejams are being done in collaboration with the Celo Foundation, they will be leveraging the DAO staff across the 5 countries as well as the budgets.

We are already in ongoing conversations with the team and regular planning meetings.

The passion and drive are evident in numerous events and activities they had set up throughout the continent last year.

I believe the introduction of an incubation program will also foster collaboration with projects sharing similar goals as Celo from around Africa. Looking forward to seeing the progress for this H1 proposal.

It’s great seeing the Celo African regional Dao proposal, there was a significant impact in Nigeria and Kenyan regions last year. I attended the hackathon event in Nigeria last year and the turn out was impressive, kudos to the team. I was particularly impressed with the level of commitment and professionalism from the Dao’s dev @Khadeeejah during the hackathon event.

To second on what @ericnakagawa said, can the devs give a report on their delivery last year, I don’t know if these people are on the forum.

On this, if she could make an acknowledgement to this, that’s would be great for more transparency and clarity.

I wanted to share my thoughts on the Celo Africa DAO Proposal. I think it’s a great idea to spread awareness about Celo in Africa. I’ve been to some Celo events in Kampala, and they were really helpful in teaching me new things about Celo. I believe this Proposal will help develop the Celo ecosystem further and bring in more developers with new ideas and innovations to Celo. Good job to the team, and I’m excited to see what comes next.
