The Mexican crypto market has been very kind to me, personally, and Talent Protocol too, so definitely a geography I’m bullish on, and that I personally believe Celo must have a strong footprint 
As @LuukDAO mentioned… you overlap a bit (a lot?) w/ CeLatam mandate. Also, size of your ask is far from ideal, and I have many concerns re DAO Ops relevance… In reality, this is more of a project, not really a DAO…
My advice: massively reduce scope and budget.
