Last year was a super busy one. Now I am having some more time to share some of the amazing accomplishments of last season.
This post will be dedicated to the hackathon with the community and the Brazilian government for the tokenization of the federal assets in an unprecedented way. It may be worth your time reading, if you are curious about how web3 can increase transparency and possibilities in federal public assets in benefit of accountability and the citizens.
For context purposes, Brazil is an advanced country crypto-wise - from legislation to adoption and use cases, to community and builders. There are different posts/comments here addressing the accomplishments of the Brazilian community and some particularities of the market. On a government level specifically, so Brazil had mainly explored Web3 use cases trough the Central Bank and the Securities Exchange Commission and the National Development Bank.
The Ministry of Economics for that matter had not yet explored with Web3, neither other prominent hackathon partners such as SEPRO (the Government IT Company), ENAP (the National School for Public Administration) and Flacso (LatinAmerican School for Social Studies). SPU, the secretariat within the Ministry of Economics and responsible for the Patrimony of the Union is 168 years old, while the Republic of Brazil is only 200. Meaning: this was an innovative approach undertaken by one of the oldest structures of the 5th largest nation in the world.
An opportunity emerged to host an open source education marathon, to explore in the intersection of web3 and real world use cases for crypto with a sweet REFI angle. Brazil has over USD400bi in public owned assets including buildings, forests, indigenous land, rivers, ocean and beaches, and an advanced innovation policy. Thus, the hackathon objective was to explore with web3 possible solutions to legal obligations pertaining the 1) registry of assets; 2) use (e.g. selling/legal tenders/loans); 3) compliance and reporting. The challenge was named: “Hackathon Web3 - Tokenizing Public Assets”.
Why is this relevant for Brazilians:
- public assets are goods the state takes care but ultimately “belong” to the people. Having more transparency, accountability and innovation regarding some of our most valuable resources seem like a must and an excellent area for web3 exploring.
- it was the first time such different partners gathered to learn and work side by side with the civil society to think about problems and BUILD together. Its a paradigm shift on how public state goods can benefit from a different approach to problem solving.
- It was during the world cup and 25+ projects were delivered. This means a lot.

IMO, a public body that seeks innovation such opens that door leaves a very important message, that it believes in thinking about solutions in a creative way. I could not proceed w/o registering very gracious thank you to the amazing people who worked with us in this journey from the public entities above, specially Fabiana Rodopoulos and Yutaka Shirata.
I also have to thank dearly Celo community and wider web3 community for embracing this challenge, and also welcome the new faces/companies to the ecosystem. To several participants this was their first contact ever with Web3, and this challenge was a real accomplishment because of your adherence, interest and hard work. A high number of projects was finalized and submitted in a rather tight timeframe, in the intersection of rather complex matters. We praise you and your creativity.

Judges
The evaluations were in charge of 10 judges selected among representatives of civil society with experience and skills in several different fields to meet the criteria of the hackathon. Among the evaluators are DeFi specialists, developers, blockchain project founders, asset managers and financial market specialists, investors, technologists, engineers and analysts with extensive curriculum in both academic and corporate environments. Partnerships, over 50 hours of meetings, dozens of e-mails, plannings, two official ceremonies (opening and closing), workshops, hackathon support, mentoring, participants Q&A, trophy, swags, administrative work, social media support, content production and more was performed by myself and 3 part time Ambassadors. Looking back I honestly dont know how we accomplished this, but would like to say I am humbled to have worked by your side.

The Hackathon Partners
The initiative is a partnership between the Secretariat for Coordination and Governance of the Union’s Heritage (SPU), an agency of the Ministry of Economy responsible for managing the Union’s assets, Serpro, the largest public company for government technology solutions, and the National School of Public Administration - Enap, following its pioneering initiatives for the digital transformation of its management processes and relations with citizens. The entities joined expertise with other partners, Flacso and the Celo Foundation, to carry out this first collaborative educational activity on Web3 between members of the public administration and civil society. The purpose of the Hackathon Web3: Tokenização do Patrimônio da União is to promote education on the Web3 theme, and encourage the co-creation of solutions for federal public administration challenges.
The Trophy
The artist Ananda Nahú donated a work of her own authorship to be the Hackathon trophy and exclusive NFTs, in which she made an interpretation of federal assets. The art of the award shows the assets of the Union gathered and integrated with each other through blockchain technology, all of them being interconnected as if it were a big jigsaw puzzle where the final image appears after all the pieces are connected. Each piece represents a part of that heritage; are connected through the modernization brought about by the blockchain symbolized by the green and yellow circuits that represent Brazilian technology working to help connect our country’s society with its own national treasures.
Ananda Nahú is a painter, muralist and visual artist with almost two decades of career. Her style is distinguished by its visual multiculturalism, presenting an extensive anthropological cultural study of society, rescuing the history of art from the most diverse nationalities to contemporary times. His curriculum includes a strong presence in the European and US art market, and artistic-social projects of the UN, European Union, Cleveland Foundation, CEC Arts Links / Rockefeller Foundation, Xalabas Di Kumunidadi project, The Point CDC NYC, Simon Bolivar Foundation, Casita Maria Center for Arts & Education, Bronx Health Reach and NYCHA (New York City Housing Authority). Ananda was a guest artist in advertising campaigns for multinationals such as Nike, Gucci, Ride with Via, Bloomberg, has fixed murals at Marsh & McLennan, YWCA (the largest and oldest multicultural women’s organization in the USA), ThoughtWorks and Marina da Glória. She recently painted the entire 3rd floor of the new Rosewood São Paulo, a complex that is part of Cidade Matarazzo. In 2015 she was selected by CNN Style and Phaidon as one of the most influential artists in Brazil. In 2016 she broke the record in the USA, where she painted the largest mural in the state of Ohio, funded by the Cleveland Foundation, the largest and oldest foundation in the USA.
