Stabila delivered the core DeFi buildout in prior seasons, including Morpho lending markets, leveraged FX, and tokenized-gold collateral, so continuing a proven liquidity function that complements the Celo Core Co distribution work is a reasonable treasury deployment.
Celo Core Co. Season 3 Funding Proposal
We voted For: This funds the first season of Celo Core Co. ($2,396,000, ~31.6M CELO from the unreleased treasury, July-December), the unified organization that merged cLabs and the Celo Foundation to run protocol engineering and ecosystem growth under one roof, and it is the core-contributor counterpart to the Stabila Season 3 market-structure funding we also supported. Funding the team that delivered the Jovian hardfork and continues the roadmap is the baseline the ecosystem depends on, and the single-org structure plus milestone-based reporting should tighten coordination and accountability relative to the two previously separate budgets.
CICLOPS Season 3 Funding Proposal
We voted Abstain: CICLOPS plays a real role in keeping Celo’s critical infrastructure resourced, from explorers and indexers to RPC, bridges, and monitoring, and we do not dispute that this function needs funding or that its contributors coordinate it without compensation. What holds us back from a confident Yes is the size of the ask, $2.67M (~35.8M CELO) drawn from the unreleased treasury and landing alongside the Celo Core Co. and Stabila Season 3 requests we already supported, paired with limited visibility into how that budget maps to specific infrastructure providers and amounts. We support the mandate but are not comfortable underwriting a spend of this scale without that per-provider granularity, so we abstain rather than oppose, and would move to a Yes on a clearer breakdown.
