Introduction

Modular Crypto is a media and education organization committed to strengthening Web3 in Latin America, with a strong focus on Brazil. Our work connects Portuguese-speaking communities to the global crypto ecosystem through education, visibility, and active engagement. In 2024, Modular Crypto connected over 3,000 participants across four events held in Brazilian states, promoting Web3 education and building bridges with global protocols such as Celo, Arbitrum, Scroll, and Cartesi

In addition to our educational and community-focused efforts, Modular Crypto also operates a governance arm, acting as a professional delegate in DAOs. We currently serve as a delegate in the Scroll DAO, where we actively participate in proposals, discussions, and community alignment efforts, always representing the voices of underrepresented communities in the Latin American region.


Why we chose to be a Celo DAO delegate

We believe Celo plays a unique role in building regenerative, inclusive, and impact-driven infrastructure — values that deeply align with our mission. As a delegate, our goal is to ensure that Latin American voices — especially from Brazilian and underrepresented communities — are present in the DAO’s strategic decisions.

We see Celo as one of the key networks capable of creating real change in historically marginalized regions. Modular aims to contribute with active listening, local articulation, and a strong community lens to bridge DAO decision-making with grassroots realities.

Our team includes educators, communicators, and builders with a strong presence in the crypto space. We specialize in educational content creation, event production, community building, and support for governance initiatives. We’ve collaborated with several DAOs and protocols, with experience ranging from RetroPGF research to project acceleration.

Community engagement and impact

Our work is grounded in local impact. Through in-person events and digital campaigns, we’ve reached thousands of participants — from crypto literacy initiatives to supporting the launch of new projects.

Recently, we led an acceleration program focused on the Scroll ecosystem, resulting in dozens of high-potential, impact-driven projects. Within the Celo ecosystem, we’ve engaged with CeLatam and closely followed initiatives across Latin America, including success stories in Brazil, Colombia, and Argentina.

Modular Crypto also serves as a delegate in the Scroll DAO, and we are committed to transparency. Any involvement that may present a conflict of interest will be clearly communicated to the Celo DAO community. Our commitment is to integrity and the collective growth of the Celo ecosystem.

Proposal: Validator Spending Reduction - Option #1, #2 and #3

Vote: No on all options

Rationale: After reviewing the three options proposed for validator spending reduction, we voted NO on all of them.

Our position is not a rejection of cost efficiency as a principle. We recognize that, as Celo transitions into an L2, reassessing validator economics, operational costs can be both valid and necessary. However, the current proposals fall short on process, timing, and governance alignment.

First, there was no sufficiently mature community discussion or clear consensus prior to advancing these options going to vote. Decisions that directly impact validators, incentives, and network security require deeper deliberation, clearer trade-offs, broader alignment with the validator set and ecosystem participants.

Second, the timing is problematic. Introducing coercive changes of this magnitude immediately before the start of Season 2 creates uncertainty, undermines planning for validators and ecosystem actors who rely on predictable incentive structures.

Third, the proposals lack transparent foundations. There is no clear explanation of:

  • The economic models or assumptions behind the proposed cuts

  • How reductions were calculated

  • What evaluation criteria were used

  • How the transition would be operationally managed with validators

Without this clarity, it becomes difficult to assess long-term impacts on decentralization, resilience, and validator participation.

Finally, this approach is misaligned with Celo’s historical culture, which has been rooted in collaboration, collective alignment, and co-creation. Governance by pressure or last-minute constraint-setting risks eroding trust, especially in a network that has consistently emphasized community-first coordination.

In summary, while cost reductions may be part of Celo’s next phase as an L2, they must be grounded in clear data, shared analysis, proper validator engagement, and a well-structured governance process. Until those foundations are in place, we do not believe these proposals should move forward.

We encourage the authors and the broader community to reopen discussion, improve transparency. Co-design a solution that balances efficiency with long-term network health.
