CeloColombia DAO, Funding and Operations Proposal - Final Report

1. Introduction

The Celo Colombia 2024 H2 Report outlined the activities carried out from October to December 2024. This report serves as a continuation, covering the initiatives and progress made until February 28, 2025, marking the completion of the organization’s first operational cycle.

In the first two months of 2025, Celo Colombia has solidified its role as a key contributor to the Celo ecosystem, with a strong focus on financial inclusion, cCOP stablecoin adoption, and community engagement. Through a combination of in-person events, social media campaigns, and educational workshops, we have expanded our reach and strengthened our impact. Additionally, we actively participated in the creation of the Celo Regional Council, a governance framework aimed at improving collaboration, funding distribution, and strategic alignment among Regional DAOs.

This initial period has been crucial for testing new approaches, building relationships with merchants, community members, and key ecosystem stakeholders, and laying a strong foundation for the expansion of the Celo network in Colombia. These early efforts have provided valuable insights that will shape the next phase of growth and adoption.

2. Our plans in the proposal

Establishment Plan

  • Establish the legal framework for CeloColombia DAO.
    • Celo Colombia has been established as Celo Colombia Association incorporated as a Blockchain-Native Swiss Association.
  • Set up a multisig wallet for fund management.
    • Multisign established with address 0x6C6Dc3D4869d9812d80600B9F7f291e13Ee73D49 and managed via Coinshift.
  • Develop and launch the CeloColombia website.
  • Initiate social media efforts on Telegram, Twitter, Instagram & TikTok.
    • Active accounts have been established on Telegram, Twitter (X), Instagram, and TikTok, with frequent content tailored to different audiences.
  • Initiate community outreach with meetups in major cities.
    • A structured engagement plan has led to over 8 meetups in major cities such as Medellín, Bogotá, Cartagena, and Armenia, with additional events scheduled in the coming months.

DAO Initiatives

  • Organize initial educational workshops and webinars in major cities.
    • Two workshops were successfully conducted in collaboration with Fenalco (National Federation of Merchants), introducing participants to cCOP and the Celo ecosystem. Additionally, three webinars have been designed and are scheduled for recording in April.
  • Identify and engage local businesses and institutions to establish partnerships.
    • Over five businesses have begun accepting cCOP as a payment method, with ongoing efforts to onboard more merchants.
  • Focus on growing the Telegram, Twitter, Instagram & TikTok followers to meet initial growth targets.
    • We created a social media plan identifying the possible audiences and we created content according to it, to be able to increase the engagement of the socials. While TikTok has faced some challenges, its reach and engagement are gradually improving.

Community Engagement and $cCOP Integration

  • Organize additional meetups, workshops, and webinars, including planning for educational events and hackathons.
    • All the workshops and activities conducted and designed have been using cCOP as a powerful tool to leverage the use of blockchain, deleting entry barriers and frictions.
  • Continue community engagement through educational campaigns while maintaining activity on social media and online platforms.
    • Over 70% of the material that is currently shared in TikTok is educational, while in IG and X we focus on engagement and community growth. This strategy aims to bring web2 users and onboard them in web3.

$cCOP Launch and Community Overview

  • Review community engagement metrics for Telegram, Twitter, Instagram & Discord to ensure targets are met.
    • In general the social media has growth over the KPI’s designed in the proposal being TikTok the only social that has growth below the target.
  • Evaluate the establishment of strategic partnerships and the effectiveness of educational events.
    • Merchant partnerships and a ramp on/off integration have been established to facilitate cCOP adoption. However, further efforts are needed to retain and increase activity among onboarded users.
  • Release the first four months report detailing DAO activities, including community growth, educational initiatives, partnership development, and $cCOP preparations.
  • Already created a report until December the 31st and the present post that reports until February the 28th.

3. Key Activities, Achievements and Plans

3.1. Strengthening Community Engagement Through Events

Celo Colombia has been actively organizing and collaborating on events across multiple cities to promote cCOP adoption, blockchain education, and decentralized finance use cases. These events have helped onboard new users, engage local businesses, and strengthen community connections.

Collaboration
Celo Colombia has established its first cashback partnership with El Dojo Gracie Barra Medellín, offering its members the opportunity to receive 3% cashback in cCOP on payments for memberships, services, and other related costs. This initiative not only rewards customer loyalty but also drives the adoption of digital assets in everyday life, providing an innovative and accessible alternative for making payments within Celo’s blockchain ecosystem.

Through this collaboration, we aim to promote financial inclusion and showcase the benefits of using cCOP as an efficient, secure payment method with real value tied to the Colombian peso. Moreover, this alliance marks a significant step in expanding cashback with cCOP, encouraging more businesses to join the network and benefit from a more dynamic and participatory digital economy.

Relationship with Fenalco and Strategy to Attract Entrepreneurs

We have initiated a strategic collaboration with Fenalco, actively participating in their working groups. So far, we have taken part in two events. This alliance has allowed us to:

  • Engage with entrepreneurs from various sectors and introduce them to blockchain technology.
  • Provide hands-on demonstrations on how to create and use a digital wallet for transactions.
  • Showcase blockchain’s benefits in financial inclusion and tax planning optimization for businesses.

The first event with Fenalco enabled us to reach 80 entrepreneurs and generate interest in cCOP adoption. The second workshop allowed us to onboard over 50 merchants and in this workshop we also had the opportunity to drop a POAP that was minted and reserved more than 35 times. In upcoming meetings, we will continue strengthening this relationship, offering more education and practical use cases to drive blockchain adoption in the business sector.

We continue to develop new activities alongside with merchants and current web2 users to foster the use of web3 leveraging on the cCOP stable coin.

3.2. CashBack Campaign

Promotion of Cashback with cCOP and Implementation Challenges
The cashback program, developed by the Provider, benefits both businesses and their customers. Customers receive a percentage of their purchases back in the form of points (cCOP tokens), linked to the value of the Colombian peso, which can be used at participating establishments. At the same time, businesses strengthen customer loyalty and receive an economic incentive, creating an ecosystem that drives commercial activity.

Celo Colombia has actively promoted cashback adoption with cCOP as an incentive to foster financial inclusion and increase the use of digital assets in commerce. However, during the implementation phase, the following challenges have been identified:

  • Lack of technological awareness: Many merchants are unfamiliar with blockchain technology, leading to resistance to change.
  • Fear of the unknown: Uncertainty about managing cCOP payments and the profitability of using digital assets poses a barrier.
  • Perceived illegality: Concerns regarding the regulation and legality of accepting cCOP as a payment method hinder its adoption.

To overcome these challenges, we are developing educational strategies and support programs for merchants interested in integrating cCOP into their operations, ensuring a smooth transition to digital assets.

We have faced some challenges to motivate users to actually claim the cashback. We are currently working with the merchants to generate ideas and strategies directed to create interest within the users to claim the cashback.

We continue to onboard new merchants and we have currently over 6 new merchants evaluating the cashback program, some of them are platforms for services, for technology purchases and others are coffees and restaurants. Our purpose is to have a heterogeneous sample of merchants to evaluate and test which are the most eager to onboard customers to later focus on a more detailed segment.

3.3. Social Media Growth

Celo Colombia’s presence continues to expand:

  • The X account (formerly Twitter) now surpasses 600 followers.
  • The Telegram community has grown to more than 180 active members.
  • The Instagram account reached over 350 followers.
  • The new TikTok account gained more than 100 followers, broadening our reach to new audiences.

Every week we follow our social media presence and we have been able to identify some key activities that are very important to boost our growth. With that in mind we have been programming some activities like AMA and collabs to continue working on our social media growth.

6. OnChain Metrics

We have begun registering event participation on-chain through our collection of POAPs, minted on Celo. Now, each event includes a unique POAP, serving as verifiable proof of attendance and engagement. This initiative strengthens Celo’s commitment to transparency, accessibility, and community-driven participation, while also encouraging long-term involvement in the cCOP and Celo ecosystem. To increase the transparency of our work, we implemented a full collection of POAPs. Our target is that every meeting, workshop or activity that is supported or activated by Celo Colombia has a POAP. While onboarding new participants initially presented some friction—mainly due to resistance in downloading both the wallet and the POAP application simultaneously—we have successfully engaged users by educating them on the value POAPs can bring to their businesses. So far, we have created 13 POAP drops, engaged 199 collectors, and recorded 19 unique events.

We have reached a total of 554 cCOP Holders.and over 32K transactions recorded on-chain. These numbers strongly reflect the effectiveness of our ongoing initiatives. Moving forward, our goal is not only to increase the number of cCOP holders but also to drive a higher volume of transactions using cCOP for real-world applications.

To enhance liquidity and accessibility, we have established a Uniswap liquidity pool for cCOP/USDT, which has been actively used by most current holders to swap between these assets. This pool is essential in demonstrating the ease of using and exchanging cCOP, ultimately increasing its utility. The Uniswap liquidity pool currently holds over $70K in TVL, providing competitive rates for users looking to trade the token.

Beyond Uniswap, CarbonDeFi offers additional trading pairs for cCOP, including cCOP/CELO and cCOP/WETH, further expanding the token’s usability within the DeFi ecosystem. These pairs currently hold over $30K in TVL, presenting new opportunities for users to integrate cCOP into decentralized finance.

To drive further adoption, we have partnered with the Stabila Foundation to incentivize liquidity providers in the cCOP/USDT Uniswap pool. This initiative is designed to attract experienced Web3 liquidity providers, increasing capital flow and investment opportunities in DeFi using cCOP. The incentives have been disbursed in CELO through the Merkl platform, ensuring a transparent and efficient distribution process.

By integrating cCOP into the broader DeFi landscape and securing key partnerships, Celo Colombia continues to strengthen its mission of promoting stablecoin adoption, financial inclusion, and blockchain accessibility in the region.

7. Moving forward for H1 2025

The establishment of the Celo Regional Council marks a new governance phase for Regional DAOs, enhancing coordination and optimizing funding distribution. Celo Colombia played an active role in shaping this initiative, contributing to the governance proposal, defining a transparent framework, and participating in key decision-making processes.

With this transition, Celo Colombia has set the following strategic priorities:

  • Ensuring transparency and accountability: Implementing on-chain tools for financial tracking and milestone reporting.
  • Utilizing the allocated budget effectively: Strategically utilizing funds to promote stablecoin adoption, strengthen community engagement, and support educational initiatives.
  • Strengthening cross-DAO collaboration: Participating in joint initiatives with other Regional DAOs to scale blockchain adoption in Latin America.
  • Preparing for Governance 2.0: Aligning with Celo’s L2 migration and governance upgrades to ensure smooth integration into the new framework.

With these objectives, Celo Colombia will continue to build a resilient and impact-driven ecosystem, fostering financial inclusion and decentralized innovation throughout the country.

8. Conclusion

During the first half of 2025, Celo Colombia focused on expanding its community, fostering engagement, and advancing the adoption of blockchain technology and stablecoins in the region. Through a structured strategy, we successfully increased our presence across multiple platforms, organized impactful educational initiatives, and laid the groundwork for $cCOP adoption.

Our efforts were guided by clear metrics and KPIs established in the Celo Colombia Funding and Operations Proposal, allowing us to track progress effectively. The community grew significantly, we hosted multiple meetups and workshops, and strengthened connections with both crypto-native and mainstream audiences.

While certain initiatives, such as hackathon participation and major industry events, are still in progress, they remain a priority for the coming months. We have also taken significant steps toward the integration of $cCOP, successfully formulating a liquidity strategy, establishing a Uniswap liquidity pool, and securing our first business partnership with BucksPay for off-ramp integration.

Looking ahead, we aim to build on these achievements by deepening community engagement, expanding educational programs, and solidifying partnerships that drive real-world adoption of stablecoins and decentralized finance solutions. As we continue evolving within the Celo ecosystem, our focus remains on fostering financial inclusion and innovation in Colombia through transparent and impactful initiatives.

I have noticed that you guys are too concentrated in Eje Cafetero (4 departaments Antioquia, Caldas, Quindio, Risaralda) that is only one region of Colombia that has 33 deparments plus colombians in diaspora like me. I’m glad that you already started to present cCOP in other regions like Bogotá, and hope that you will start more virtual events or at least to broadcast or post in youtube what you do. I suggest you to appoint ambassadors in different regions. Personally I’m moving between USA, Sierra Leone and Colombia (particularly Bogotá), open to help to present $cCop.

I also notice that the need of educating is high. Thansk to God, I’m proposing to build a learning platform “Learn through games” that besides making learning more fun can have free lessons, lesson for payments and lessons that give scolarship all with stable crypto on CELO (including cCOP). The prototype is running at https://learn.tg and the lesson about OKX is to help onboarding to crypto and web3, as you can check it even has instruction for colombians to vote in the two gitcoin rounds where this project is participating.

The idea is to make an Open Source and generic platform, that maybe you guys could use for your specific content and needs.

I want to begin by commending the DAO for achieving a great deal on a very modest budget.

I especially appreciate the transparency in reporting that only five businesses were onboarded. This aligns with cCOP metrics I’ve been able to skim through on-chain. Transparency like this is absolutely essential; arguably the most important principle for any DAO to uphold.


Regarding the report, a significant portion is dedicated to social media metrics. I’d recommend condensing this section. In general, social media performance isn’t a reliable measure of impact. I’d encourage a stronger emphasis on real-world achievements (That you have clearly achived) those carry far more weight when it comes to onboarding individuals unto the Celo ecosystem.

Looking ahead to H1 2025, I noticed the objective: “Ensuring transparency and accountability: Implementing on-chain tools for financial tracking and milestone reporting.” However, this was already committed to in your initial proposal (CeloColombia DAO - Funding and Operations Proposal).

Are the periodic fund management reports currently available? If so, I recommend posting them to demonstrate follow-through on that commitment.
