Celo Colombia Report - 2025 H1

Executive Summary

This report provides a progress update for Celo Colombia during the first half of 2025. Building upon the groundwork laid in late 2024 and the early results reported in Q1, Celo Colombia continued to grow as a key community hub driving adoption of the Celo blockchain and the local stablecoin $cCOP.

Throughout this period, we focused on four main areas: education, promotion, engagement, and loyalty. We hosted more than 20 in-person events across five cities in Colombia (Medellín, Bogotá, Cartagena, Armenia, and Leticia), engaging hundreds of participants with practical onboarding experiences using cCOP. We produced more than 30 pieces of educational content across various social media channels, actively showcasing real-world cCOP use cases and fostering engagement with ecosystem opportunities.

Every event combined wallet creation, POAP minting, and real cCOP transactions to turn onboarding into something hands-on and memorable.

We strengthened adoption through partnerships with tools like TuCOP and BucksPay, and supported a cashback pilot and the Marranitos staking model to explore user retention strategies.

Our social media presence saw steady and impressive growth across all platforms: X experienced a 23% increase in followers (from 650 to 800), Instagram surged by 85% (from 542 to 1000), and TikTok demonstrated exceptional growth with a 2300% increase (from 83 to almost 2K). This organic growth was significantly bolstered by community members contributing their own content, reinforcing our true grassroots approach.

These combined efforts have yielded significant results for cCOP Token adoption, which recorded over 83.000 on-chain transactions and reached +11.000 unique holders. This robust activity solidifies cCOP’s pivotal role within Mento’s reserve and underscores its increasing utility and acceptance.

Looking ahead to the second half of 2025, we are committed to scaling these initiatives through deeper business engagement, expanded educational programs, and intensified community activation, all aimed at further accelerating Colombia’s on-chain economy.

Focus Area 1: Education

Education remained our foundation for driving adoption. We produced original content pieces across Instagram, X, and TikTok, ranging from explainers and carousels to video shorts that simplify stablecoins and Web3 for Colombian audiences. We also published infographics and guides.

A new educational section was launched under the “Guías” tab on our website, although the content is still being reviewed it must be online by the end of this month, with visual resources and step-by-step explanations on how to use cCOP. Three webinars are planned and are currently in post-production, with releases expected in early Q3.

We co-hosted a hands-on workshop with CeLatam and participated in two AMA sessions, including one with Mento Labs and another with Bancor. These activities are helping equip our community with the tools and confidence to explore blockchain on their own terms.

We are also preparing to launch a specialized DeFi Builder Bootcamp in collaboration with Sandusky.eth. This intensive, Colombia-focused program is designed to transition Web2 developers into the Web3 ecosystem through practical, project-based learning. Participants will build with real tools using cCOP, Karma GAP, and will take part in Proof of Ship campaigns.

Focus Area 2: Promotion

During H1 2025, we participated in and co-organized more than twenty (20) events across five Colombian cities. Every event included guided wallet onboarding, POAP minting on Celo, cCOP distribution, and real purchases using cCOP, whether it was coffee, snacks, or event materials. This turned education into action.

All these interactions are OnChain interactions and can be audited through POAP Collections page where you can see more than 22 POAPs created (from 13 in past report), and distributed to more than 450 (from 119 in past report) different wallets and people have uploaded around 150 (from 16 in past report) moments to those POAPs.

We strengthened partnerships with key ecosystem actors such as TuCOP Finance (wallet and savings), Marranitos (reward mechanism), and BucksPay (crypto-to-fiat payments). These alliances allowed us to show how cCOP can be used practically by both end users and merchants.

We also took a significant step by creating a 5McCOP/5MCOPM liquidity pool. This pool involves COPM, Minteo’s Colombian stablecoin, and it’s all about making the user experience smoother allowing users to swap between cCOP and COPM looking forward with further ecosystem integrations.

The participation in a major hackathon was moved to October to better align with actors in the Colombian ecosystem. We already have a confirmed date, which allows us to prepare everything in time to allocate resources before the end of Q3.

We have produced pins, stickers, T-shirts, Hoodies, Lanyards, payment instruction cards, QR Code shelf talkers, banners, and other promotional items used during events and workshops. These marketing and merchandise materials have been shared both in person at events and online, helping people connect with the project and generating more engagement and enthusiasm.

We’ve participated in more than 20 events across Colombia — including meetups, bootcamps, ReFi gatherings, and community celebrations.
Some of the most recent ones include:

You can explore our full event calendar on Luma, where most of them are listed.

1 major hackathon supported.

We postponed our participation in a major hackathon to October in order to better coordinate with ecosystem partners in Colombia.

3 strategic partnerships established.

We established strategic partnerships with TuCOP Finance, Marranitos, and BucksPay to strengthen the use and adoption of cCOP in real-world scenarios. Additionally, we’ve built ongoing collaborations with Web3 communities across Colombia, including ETH Medellín, Cartagena Onchain, and ETH Bogotá, among others.

5 new merchants onboarded accepting cCOP.

We currently have four merchants directly accepting cCOP natively on Blockchain, you can view the current merchants accepting cCOP directly listed on this map.

In addition, through our partnership with BucksPay, users can pay at virtually any business or even send payments to individuals with a Colombian bank account or QR payment option. This integration enables access to over 94% of payment possibilities across the country.

Develop Merch & Marketing Materials

We produced branded merchandise and marketing materials to support community engagement and adoption. These include pins, payment instruction cards, stickers, banners, and other promotional items used during events and workshops.

Focus Area 4: Loyalty

During this period, we concentrated on strategies to enhance user engagement and merchant onboarding. We launched a cashback pilot in Medellín, offering cCOP rewards for fiat payments. While this generated initial interest, we observed a lack of consistent merchant commitment, likely due to the time investment required. Consequently, we are re-evaluating and refining our direct incentive strategies to better align with user needs and ecosystem growth.

Given these insights, our primary focus for fostering loyalty and widespread adoption has shifted to our robust partnership with BucksPay. This strategic alliance enables near-ubiquitous cCOP acceptance, facilitating seamless payments without relying on direct cashback. The TuCOP wallet further strengthens this effort, designed for the Colombian market to integrate cCOP and BucksPay, streamlining the digital asset experience for users and businesses. In parallel, we supported the Marranitos project, a pilot designed to incentivize savings behavior using cCOP. This approach allows us to concentrate on scalable solutions that empower the broader ecosystem.

Proposal KPIs

At least 15 new merchants accept cCOP within the scope of this proposal.

Currently, 4 merchants are directly accepting cCOP as part of our pilot initiatives. While this foundational direct acceptance is valuable, our strategic focus has evolved to maximize cCOP’s usability across the broader ecosystem. Through our robust alliance with BucksPay, we are now enabling cCOP payments in a significantly wider network of businesses across Colombia, effectively expanding its acceptance far beyond direct integrations and facilitating widespread usability for our community.

Reach over 10,000,000 cCOP ($2,500 USD) disbursed through the cashback program in the next 6 months. This represents the equivalent cashback from sales of $250,000,000 cCOP ($62,500 USD).

This specific disbursement goal is currently being re-evaluated to better align with evolving user behavior and our ecosystem’s strategic priorities. Our learnings from the cashback pilot indicated that while it generated initial interest, the strategy may not be the most effective long-term driver for broad adoption at this stage. Consequently, our immediate focus has shifted towards facilitating seamless and intuitive payments using TuCOP and BucksPay. This strategic pivot is underpinned by the overall growth in cCOP adoption, which has seen over 82,000 on-chain transactions and reached 11,000 unique holders by June 9, 2025. This demonstrates that cCOP usage is robustly expanding through other channels.

At least 100 active monthly users participating in the cashback program by the end of the scope of this proposal.

As we mentioned, the cashback program is under review. Because of this strategic shift, we’re now looking at a bigger picture for user engagement: the total number of daily transactions across the entire ecosystem, especially those happening through TuCOP andBucksPay. This reflects our commitment to seeing cCOP used consistently and widely in everyday life, rather than just within one specific program.

Retention >60%: Number of onboarded merchants that are active during the month (having at least 5 monthly transactions).

Keeping our onboarded merchants active is still a top priority. Our initial pilot gave us good insights into merchant engagement, but with our strategic move to the BucksPay integration, we’re adapting our retention metrics to capture the activity within this new, more scalable system. We’re actively tracking merchant engagement facilitated by TuCOP and BucksPay to ensure we’re building a strong, active network.

Operations

We maintained operational efficiency through clear coordination and active management. We used coordination tools to track progress, supported team travel for events, and covered ongoing costs like email hosting, graphic tools, and our website.

Our legal structure remains active and ensures accountability in fund usage, aligned with community and governance expectations.

cCOP On-chain Overview As of June 2025, $cCOP makes up around 0,25% of Mento’s total reserve value. Over 270 million units have been issued, with an estimated value of $64,804 USD. While this may seem modest in dollar terms, this is largely due to the devaluation of the Colombian peso against the dollar, and since its launch the cCOP have been always fluctuating between the 5th and 6th position in terms of participation inside Mento Reserve over other nine (9) local currencies.

In fact, it marks an important milestone: cCOP is now part of Mento’s stablecoin infrastructure and is gaining real traction on the ground in Colombia with real user adoption and real use cases.

Conclusion

The first half of 2025 marked a powerful chapter in Celo Colombia’s journey. What began as an effort to introduce $cCOP to local communities has grown into a living network of people, projects, and possibilities. We reached five cities, welcomed hundreds of new users, and demonstrated that stablecoins can have real, everyday value in Colombia.

Through hands-on events, educational campaigns, and local partnerships, we helped transform abstract concepts into meaningful experiences. People paid for their coffee, received their first POAP, saved with Marranitos, and made their first blockchain transaction with confidence. These are not just metrics. They are milestones in the lives of people who are stepping into a new financial future.

We also learned valuable lessons. While direct merchant adoption is essential, partnerships like BucksPay and TuCOP have shown us how to scale real-world usability with fewer barriers. Our cashback pilot gave us insights to improve future incentives. And the incredible growth on TikTok, Instagram, and X reminded us that people respond when they see themselves reflected in the story.

This work has only been possible thanks to the dedication of contributors, creators, organizers, and community leaders across the country. Their voices, videos, and efforts are what bring this mission to life.

As we enter the second half of the year, we are more motivated than ever to build on this momentum. We will deepen our educational outreach, expand merchant and user adoption, and continue creating space for Colombians to co-own and co-create the future of digital money.

We’re grateful for the continued trust and support of the Celo community. With solid foundations in place, we’re ready to scale adoption and help more Colombians participate in the digital economy.
