I updated the proposal above to clarify. Basically, several community members suggested reducing the validator count to 0 for additional cost savings, but that would have meant a lot of cLabs and audit work (see Marek’s post here for details), so option 3 is meant to be economically equivalent to going to 0 without the engineering/audit work.
