Summary
This is a routine Core Contracts release following the standard release process. This release updates how Celo is distributed to the LockedGold contract after epochs advance.
This proposal will also retroactively fund approximately 1.8M Celo from the Celo Unreleased Treasury to LockedCelo contract.
Motivation
This proposal reduces gas usage of commonly called Core Smart Contracts.
