Celo Citizen Retro: Round Details

The Celo Citizen Retro program, operated by Celo Public Goods (CeloPG), aims to recognize and reward individuals for their meaningful contributions to the Celo ecosystem until December 20th, 2024. As Celo’s first-ever Retro round for Citizens, the program celebrates efforts that advance the mission of building a regenerative digital economy fostering prosperity for all.

The Citizen Retro program will allocate 250,000 CELO to individuals in two phases. Phase one will leverage EasyRPGF to identify citizen contributions and allocate up to 200,000 CELO based on the voting of CeloPG stewards and Celo delegates. Phase two will allocate 50,000 CELO based on meaningful onchain participation measured through Badges in Prosperity Account, a Celo-specific Smart Account built by CeloPG.

Phase 1: Celo Citizen Retro Round Eligibility

We identify a Celo Citizen as any individual who has contributed meaningfully to the Celo Ecosystem in 2024, helping to realize Celo’s mission of a regenerative digital economy with conditions for prosperity for all. Through Celo Citizen Retro, we aim to reward efforts that go above and beyond an individual’s role or mandate that took place before December 20th, 2024.

Research & Development: Creation of open-source tools, research, onchain solutions, and innovative technical contributions that advance Celo’s mission of building a regenerative digital economy. Examples include:

  1. The utilization of onchain contracts deployed by an individual,
  2. Research pieces and domain-specific content published by an individual related to Celo, Ethereum-scaling, financial inclusion, ReFi and other domains relevant for the Celo ecosystem,

Governance: Active involvement in shaping Celo’s future by participating in forum discussions, governance meetings, and casting onchain votes. Examples include:

  1. The number of hearts received on the Celo Forum;
  2. The number of Celo Proposals Voted on;
  3. Thoughtful ideas, comments, and feedback shared on the forum;
  4. Passed Governance initiatives (co)led by an individual.

Community & Adoption: Efforts to promote Celo’s growth through education, onboarding, marketing, organizing events, building strong communities, and other efforts that foster network adoption and engagement. Examples include:

  1. The number of people learning about Celo as a result of this person’s activities based on participation proofs through for example POAPs, events retros, photos etc.;
  2. The reach of Celo-related content produced by this person.
  3. Public speaking or podcast episodes sharing and promoting Celo & ecosystem initiatives

Each individual who has made a meaningful contribution in one or more of these categories is encouraged to apply for the Celo Citizen Retro Round.

How to apply?

Formal applications will be accepted in the EasyRPGF app from Friday, December 20th - Wednesday, January 8th (8PM UTC). About 24 hours before the round goes live, this blog will be updated with the application link and a best practices guide.

Evaluation and Voting

The EasyRPGF applications will be reviewed by the current 7 CeloPG Stewards and voted on by the current Stewards, the two alumni Stewards from H1, and any unique individual that is a Delegate on Celo Mondo and has at least 1,000 CELO delegated to their Mondo Delegate profile at least 12 hours before the start of the Voting Phase.

Phase 2: Onchain Usage (Citizenship) Rewards

​After completing Phase 1, Celo contributors can earn additional rewards by creating their Prosperity Account by showcasing their meaningful onchain activity. In January, users can create their Prosperity Account, a Celo-specific Smart Account built on Safe that allows them to claim Badges based on their meaningful onchain activity. Users can level up their Prosperity Account by claiming additional badges. Up to 50,000 CELO will be distributed based on the Prosperity Account levels on the snapshot date, estimated to occur around the end of January.

Over the past year, I’ve doubled down on building on Celo, contributing my building block to help move the needle toward Celo’s vision of a regenerative digital economy. This effort has been driven by a desire to support the greater good without expecting rewards or recognition.

However, seeing the Celo Citizen Retro program honor the contributions of individuals worldwide who have supported this mission in 2024 is gratifying. As the current lead of Celo EU, I’m excited to see all the dedicated contributors get the recognition they deserve through this initiative. :herb:

I have a few questions and suggestions that might help refine the process.


Phase 1: Celo Citizen Retro Round Eligibility

:computer: Research & Development

  • Could you include a metric for the number of contracts deployed on Celo, including both testnet and mainnet? This would be a great way to recognize technical contributions.

:classical_building: Governance

  • The metric “Number of hearts received on the Celo Forum” feels more like a popularity contest. Would it be better to focus on more concrete governance activities?
  • The category “Thoughtful ideas, comments, and feedback shared on the forum” could also explicitly include feedback and questions on proposals, which are critical for improving governance.

:bulb: Include also some additional Governance Criteria


Phase 2: On-Chain Usage (Citizenship) Rewards

Regarding the Prosperity Account and the Initial Badges proposed, some questions about it

  • :shield: Celo PG Stewards Badge: Will this include both active and past Stewards? Including past Stewards seems fair for recognizing long-term contributions.
  • :globe_with_meridians: Regional DAO Leads Badge: Instead of just the leads, could this badge include the entire team behind these initiatives? Collaboration is key in such efforts.
  • :tickets: Celo Event POAPs: Does this refer to POAPs minted on Mintoast.xyz, or does it include any POAP minted via the POAP app for Celo events?
  • ReFiDAO and GreenPill Contributor Badges: These projects are independent and not solely tied to Celo. If included, why not add other Celo ecosystem projects? Alternatively, consider a “Celo Project Contributor” badge to be more inclusive.

Additional badges that can be added

  • :rocket: Founder of a project running on Celo.
  • :busts_in_silhouette: Member of the Celo Community Guild in Guild.xyz and points earned in the guild (tracks activities such as Discord participation and may track on-chain activity in the future). The list of members and points can be shared by @0xGoldo with @CPG_Stewards if needed.
  • :hammer_and_wrench: Celo Community Guild: Recognize moderators listed in the Celo Community Guild (@Anthony, @0xGoldo, and myself).
  • :shield: Celo Guardian: Include current and emeritus Guardians from the Celo Governance Guild (list available here).
  • Number of PRs reviewed or merged on the Celo Governance GitHub Repo.
  • :speaking_head: Number of Celo Governance Calls hosted.
  • :ballot_box: Number of proposals submitted on-chain.
  • :white_check_mark: Number of proposals executed on-chain.

Let’s see if we can merge some of these as quick wins.

  1. The Celo Guardian (and previous CGP editors) seems like a solid addition. Could you gather all current and past addresses and share them with us?
  2. Would assigning Seeds to Community Mods and using the Celo Community Guild systems to measure onchain socials participation make sense? Dynamic systems are always better than one-time allowlists!
  3. The other suggestions are a bit harder as we need a reliable data source to pull the data for the badges. We could make a registry of Founders / Projects in the next iteration.

Some replies to your Qs and suggestions
R&D
Usage of contracts seems to be a better measure of R&D impact than pure number of contracts.

Governance
Hearts are distributed to content you “love” and a signal of meaningful feedback/suggestion. Yes, reviewers can see feedback and questions on the Proposal as good comments. However, there are also non-proposal conversations on the forum that we want to recognize.

All the elements you mention are great examples of impact claims that individuals can submit to their Celo Citizen Retro application, and voters can evaluate to cast their vote!

Phase 2

  1. Yes, both current and past Stewards will be able to claim the badge.
  2. Currently, we only pull Regional DAO leads to draw a line somewhere, but in the future, we could let Regional DAOs measure their contributor graphs and issue more badges.
  3. Events will leverage Mintoast, POAPs, and Lemonade Social.
  4. These communities have been included as they are very Celo-aligned and actively building on Celo through the Regen Coordination. Very open to have more Celo projects and sub-communities create their Badges. All we need to do that is a reliable mechanism for reading memberships / onchain activities.

The Badges are assigned via an Attestation mechanism built on EAS and to a specific (smart) account. We could accomplish this by 1. Finding a good way to link back Prosperity Accounts to a specific EAO (this should be do-able) and 2. Creating a simple mechanism for others to read the Attestation scheme and make some changes that store the Badge visuals in a decentralized location so everyone can access it.

Dynamic Systems and Badges

Regarding your comment.

I believe these should be two separate badges, as their intentions are quite different:

  1. Council of the Celo Communities Guild Badge:
    • Recognize the Council Members for their efforts across Discord, TG, and Reddit. (@Anthony, @0xGoldo, and myself). You can find reports detailing this work in this post. I can provide the addresses if needed. :raised_hands:
  1. Celo Communities Guild Participation Badge:
    • Intended to reward members of the Celo Communities Guild in Guild.xyz. This excludes roles like Moderators, folks from cLabs, or the Celo Foundation who don’t receive Seeds. This badge focuses on rewarding the broader Celo Community’s active participation. The list of members and points can be shared by @0xGoldo with @CPG_Stewards if needed. :speech_balloon:

That’s true, usage is a better measure than just the number of contracts. However, I think a combination of number of contracts deployed and transactions executed by those contracts could work best.

Also good to remark that not all contracts generate the same volume of transactions, but their impact can still align with Celo’s mission.

For example:

  • Contracts for a DEX, perpetual trading platform, or a tree registry will naturally execute a high number of transactions.
  • Conversely, a small lending community contract may execute fewer transactions but with meaningful, user-centric impact.

This nuanced approach would better reflect the diversity of contributions.

Reliable Data Sources for Governance Badges

Regarding the comment:

The suggested badges are supported by accessible data sources:

  • Number of PRs reviewed or merged: Available from the Celo Governance GitHub Repo.
  • Governance Calls Hosted: Easy to get from the readme file of the Governance Repository. Also last Governance Calls were hosted using Lemonade Social a tool that you mention in the POAPs topic.
  • On-Chain Data: Easily trackable via the Celo Governance Contract. Specifically:
    • :ballot_box: Number of proposals submitted on-chain (Method: Propose).
    • :white_check_mark: Number of proposals executed on-chain (Method: Execute).

These metrics are straightforward to extract and would make the badge evaluation process reliable and transparent.


Governance and Hearts as Metrics

Finally, I respectfully disagree with the idea that hearts indicate meaningful feedback. While they reflect content people appreciate, they don’t always measure governance-related contributions accurately. That said, I fully agree that non-proposal conversations are valuable and should be recognized. Finding a balance here will be key. :bulb:

Testnet rewards are the been discussed, does that mean no reward for testers?

Also about wallet creation, is 2020 not too far?
I think using a criteria like people that have interacted with celo at least a year from now is better rather than wallet creation.

What about stakers?(this shouldn’t be a problem because not many people are staking/locked yet on celo. snapshot could be taken even a day before dec20)

I like the idea of rewarding community members with seed from the guild platform due to activeness on discord.

Also is 50k celo not too small for phase 2?

First off, huge congratulations on launching such an ambitious and thoughtful initiative! Pulling together something this detailed and wide-ranging is no small feat, and it’s really exciting to see such a strong effort to recognize contributions across the ecosystem.

Quick question regarding the phrase: “The reach of Celo-related content produced by this person.”—would this include Twitter threads or individual Tweets, or is it more focused on long-form content and videos?

On the Prosperity Account side, I was curious—will it support linking multiple wallets? For example, I have one wallet where I handle most of my transactions, another (Valora) that I use for minting POAPs or Toast, and a third that I rely on for governance votes. Will it be possible to consolidate all of these under a single Prosperity Account, or would they need to be treated separately?

Lastly, it would be amazing to have a badge specifically for members of the Celo Community Guild who hold more than 10 seeds. If it’s helpful, I can provide a snapshot with EOA addresses and corresponding seed amounts as of December 20th. Let me know if that’s something worth exploring!

Thanks for your input. To start, I want to explain that the Celo CItizen retro initiative is curated explicitly by Celo Public Goods, one of the many initiatives funded by the Celo Community Treasury.

This means that any rewards issued by other Celo Citizen Retro should not influence any other reward campaigns and mechanisms initiated by other elements of Celo over the past years.

The current badges fetch both the account creation date and the number of transactions on Celo to have a good balance.

We’ve started mapping the best flow for a potential Staker badge, but I don’t expect this to be live in January.

The use of Prosperity Account and onchain badges to issue rewards is something we haven’t done before as CeloPG, hence why the budget is relatively small at 50k CELO. If it turns out to be successful we will request a larger budget for comparable campaign in 2025.

  1. Content Reach: There are many ways to measure this, but the primary aim is to reach and engage with Celo-related content (both threads and multi-media format). Contributors can submit any proof of the Celo-specific content they produced and the reach/impact it had. The Celo Citizen Retro voters (stewards + delegates) can then evaluate each of the applications and score them based on their value.

  2. Yes, Prosperity Accounts is built in a way that allows you to link all of your EOAs / wallets into a single account that fetches the combined progress!

  3. Awesome, I think having anyone with 10 seeds could be a suitable badge. Alternatively, we could make a badge with, for example, 3 ranks based on the progress across the Guild Roles. We have already managed to pull Guild Roles in, so we have some flexibility here. Feel free to collaborate with Juan and maybe present two options for setting this up, and we can pick the best together.

It’s amazing to see such initiatives from CPG! Congrats to the whole team and ecosystem.

I noticed some folks have already mentioned the idea of rewarding not only regional hub leads but also the entire team. In the case of Celo EU, we’ve had three leads: Luuk (S0), me (S1), Niko (S2), and I’ll be leading again in the upcoming season. However, we’ve been supported by other contributors, and we’re eager to expand the DAO to include more people in the upcoming season.

Are these new contributors also eligible for these rewards?

Hi Team,

Amazing work supporting Celo Citizens. Just a heads up that the front end wallet connect module is submitting the sign in transaction to the eth mainnet chain id instead of celo mainnet chain id. This will not allow Celo native wallet users like Celo Terminal to access the interface.

Example error from the console:
