Celo Asia DAO aims to mobilize local talent to build awareness and communities that align with Celo’s mission. Despite South Korea having the largest trading volume of CELO, there are no local community activities or press highlighting Celo’s ongoing efforts. This opens an opportunity to introduce “ReFi ,” which can counteract the negative perceptions around crypto following the recent downtown and highlight the potential for positive social impact, which we believe is timely and important.

By aligning the Celo narrative with key themes around ESG, social impact, blockchain thought leaders, and introducing ideas like regenerative finance – the objective is to foster positive change and enhance Celo’s credibility locally.

My name is Hope Lee, and I am the founder and a key contributor of Crypto for Good and ReFi Korea, both are non-profits. For the past two years, my focus has been on creating a more productive narrative around blockchain, especially given the rising interest in this technology among governments, corporations, and student groups.

Instead of popular topics like game theory or token/protocol economies, coordinated economic modeling etc (very common narrative especially in many parts of Asia), I believe there’s an opportunity to introduce a fresh narrative around “doing good” or “building for good” that can open up all kinds of possibilities.

During Eth Denver, I had the opportunity to connect with Celo Foundation members in person and realized that a lot was happening in other communities globally, but that message was not being delivered anywhere outside of their respective markets. By introducing these ideas locally, we can help the Celo community and the broader narrative of regenerative finance build grassroots momentum as key ideas around Basic income, community led change, climate and more are common topics today, even with politicians (Korea/Japan have a very high voting turnout and also one of the oldest average age in any advance nations today).

I have also had the privilege of contributing and speaking at ReFiTokyo, where I was surprised by the level of interest around ReFi locally in Japan. The biggest challenge, which was addressed on the panel was that there was no funding to activate any meaningful activity. I’m confident this is something we can kick off, as Japan’s approach to blockchain has been one of earnest interest – but notably a slower moving market.

Also just last week in Korea, we held a Celo event introducing key principals around ReFi and many of the projects building on Celo. Marek presented a keynote and the response was overwhelmingly positive — most interestingly the turnout was very diverse ranging from government people, founders, crypto enthusiasts to academia, media, and people in the social impact sector.

With the help of several industry advisors, I have drafted this proposal to take foundational steps in building Celo’s regenerative digital economies of the future in Korea and Japan and hopefully through broader Asia. There’s urgency in getting momentum locally, so we’ve decided to propose a full time team supported by part time workers as needed.

1. Context of the proposal

Korea

Korea is a highly active and mature market for cryptocurrency. As shifts in global macro sentiment towards crypto are being questioned, leading ideas in our industry are being questioned as well, particularly in Korea where cryptocurrency adoption and speculation rates are among the highest. This presents a grassroots opportunity to introduce a new narrative.

Currently, Gamefi, Defi, and NFTs all have negative connotations. By dissociating Celo from financial upside and gambling and introducing ideas around prosperity and regenerative finance, we are confident that we can get both corporate and government attention and involvement, expediting Celo’s mission.

Korea frequently has the highest trading volume for CELO, yet visibility around Celo Foundation’s efforts and our community at large is non-existent.

One of the challenges we have faced as a market is that Korea has always been the liquidity and price action market for western protocols. The market has been burned many times over, and Celo can present a different narrative. With market leaders from the last cycle being scrutinized by both regulators and the public, there is room for a new story to emerge.

The idea is to launch Celo Asia DAO, which will go into mobilizing local teams around content, events, first, then hackathons — possibly partnering with corporates and governments groups with ESG agenda/budgets. Ultimately, the goal is to bring attention to CELO.

Japan

Japan stands out as a unique player in the world of crypto. Despite crypto taxes being set at above 50% and new listings being banned in November 2017, the market has largely avoided the boom and bust of 2017 and 2021.

Following the economic downturn caused by the COVID-19 pandemic, Japan has decided to allocate significant capital into Web3. Large conglomerates such as Sanrio ($100M) and NTTDocomo ($4 billion) have announced massive investments into this category.

Traditionally, ESG efforts have focused on promoting wellness and commonwealth. MZ (often dubbed the Elon Musk of Japan) famously launched MZ DAO with a mission of delivering common wealth for the youth. Other technology luminaries, such as Takuya (previous Chief Data Science Officer of Rakuten and Harvard Physics), run the Wellbeing for Planet Earth Foundation. Softbank CEO Masayoshi Son aims to eradicate concepts like loneliness, and many are looking towards DAOs and Web3 as potential solutions.

DAOTokyo, organized by Fracton Ventures, was an immense success, and there is significant corporate interest in getting behind climate, wellness, and commonwealth initiatives using blockchain. The goal is to accelerate existing initiatives through funding, educate people about what’s working in other markets via content, and find local partners to develop larger initiatives with bigger corporations.

2. Problem Statement

In Korea, despite high crypto penetration and trading volume, Celo’s visibility and recognition among the general public and industry leaders are minimal. There is a need to disassociate Celo from negative connotations associated with other crypto activities (gamefi, defi) and introduce the concept of prosperity and regenerative finance.

In Japan, the market has been relatively conservative due to high crypto taxes and past regulatory restrictions. However, with growing interest in Web3 and ESG initiatives, there is an opportunity to leverage Celo’s technology and collaborate with local partners to accelerate existing initiatives and foster commonwealth enablement.

3. Proposal Objectives

3.1 The goal of the proposal

Celo Asia DAO plans to expand its team by hiring two full-time employees and part-time contributors as needed. The FTC (full time contributors) will primarily focus on localizing Celo-related content and organizing events to increase awareness of Celo’s global efforts. The team will introduce projects that are building on Celo, Refi, and other related technologies, all of which will be targeted towards local audiences and transposed to make sure key ideas are delivered effectively.

Also as of today, there are no articles about Celo in the Korean media, which highlights the need for increased outreach. We’ll be tapping into existing relationships with journalists and media outlets, create strategic partnerships, and leverage social media channels to raise awareness and generate buzz about Celo and its related projects. One reach goal is to get corporate sponsorships, as many of the conglomerates locally have an ESG budget they are looking to allocate. Associting Celo with trusted enterprises here would help tremendously. These however, are much longer sales cycles.

Overall, the goal is to create a stronger and more engaged community around Celo in Asia and drive the adoption of this exciting new technology in the region and beyond.

3.2 How we will do this : Areas of Focus (Korea)

3.2.1 Focus Area 1: Create attention and gain traction

Korea has one language, one time zone, and 40% of its population resides in a single city. The population density is equivalent to that of the entire United States, packed into the state of Colorado. An important first step is to attract industry thought leaders to our initiative, in order to establish the legitimacy of Celo Asia DAO.

Goal

Boost the credibility of Celo Asia DAO and Crypto for Good via association with respected figures from the ESG, social impact, and blockchain sectors. Public content that highlights the impact that Celo is having internationally.

Execution

  • Transpose existing Celo content into Korean and distribute it timely and effectively.
  • Network with thought leaders interested in ESG, social impact, and blockchain fields.
  • Host events for these figures to advocate for the ReFi movement.
  • Promote through social media, Web2 and Web3 media outlets.
  • Co-create research articles on ReFi with experts.

Create a Web3 Dev Studio to help onboard successful Web2 projects that would like to make the transition to Web3. Help onboard existing projects through developer support and discover new projects through incubation.

Goal

Collaborate with ReFi-aligned companies and institutions to operate a “ReFi House” that nurtures ReFi builders and strengthens the community – the goal is to position Celo as the Unicef of crypto (what’s notable, South Korea has the highest monthly recurring donors for Unicef in and world)

Execution

  • Partner with ReFi-sympathetic companies and institutions to create a supportive environment for hackers.
  • Facilitate the development of ReFi projects, offering mentorship, resources, and networking opportunities.
  • Showcase Celo’s role in fostering a regenerative economy within the broader blockchain context.

Executive Summary

Objectives and Key Results (OKRs)

We will present the summary of our progress according to milestones and quarterly timelines. In terms of community growth, we aim to achieve an impressive increase in the number of active users in Celo. As for developer participation, we will work hard to engage more developers in our projects and we derive a positive response from them. Finally, we will strive to onboard existing/new projects to Celo.

Financial Report

We will establish an on-chain DAO and a multisig account for extra security. Our legal entity in Korea will execute the funds upon the governance of Celo Asia DAO members and will comply with all the necessary laws of the Korean Government. We will provide detailed transaction history of our business entity’s crypto and bank account for the sake of transparency in our expenditure of the grant. Our financials will be shared in periodic updates for milestone recap.

Project Updates

Information about the status and progress of building local Web3 Dev Community, including the status of onboarded projects and the development of solutions for government and local issues will be shared and reported.

Community Engagement

Overview of the growth and activities of our community, including number of active developers, collaborators, and social media followers. Our exposure to the local community will be presented in verifiable form such as press, social media and testimonials.

Plans for Next Quarter

We will elaborate on our goals for the upcoming quarter, including potential project conversions and anticipated challenges for execution.

Our aim is to ensure the Celo community remains informed and engaged in our activities and progress. Reports will be shared on our forum for open access and discussion.

I can personally attest to Hope’s commitment to growing the Celo & ReFi ecosystem throughout Korea and Japan. She has a history of single-handedly producing beloved monthly events and bringing together all of the critical people necessary to move the ReFi movement forward. The event Hope curated in Seoul alongside BUIDL Asia for Celo earlier this month was indeed a huge success. In addition to deep institutional relationships in many relevant sectors (eg climate), Hope is experienced in developing relationships with builders who are ready to be refi-pilled, which is crucial for Celo’s growth across APAC. Hope, combined with the rest of this deeply knowledgeable DAO core team, would be a force! Definitely support this proposal!

this proposal seems promising and has the potential to significantly advance the mission of Celo in Asia. The focus on regenerative finance and creating a positive social impact aligns well with the broader goals of the blockchain and crypto community.
and Hope truly embodies her name, making things happen and attracting people with her energy. Working with Hope in running a DAO would be both exciting and full of opportunities for growth and progress. Her leadership could help steer our blockchain journey to new heights.

We are so glad that we can finally show our effort to convey the value of ReFi and Celo’s mission to Asian web3 community. There are so many supportive parties based on Asia which fit to the Celo narrative with key themes around ESG and social impact regardless of sectors and this would be a promosing wave, finally becoming meaningful tsunami at the end to empower global Refi movement!

This seems like a decent initiative, we have noticed very few project applications coming in for the Prezenti grants program from Asia at all, so it’s clear there’s some lack of awareness there. Additionally, to put my “number go up” hat on, Korea has historically driven some high token volumes once a narrative takes hold and we would all be kidding ourselves if that wouldn’t be a great outcome for Celo here also.

However… I have an itch in the back of my mind that something is off about all these DAOs being spun out of Celo governance recently. I didn’t speak up about the Europe DAO recently approved but I’ll try and explain some of my queries here.

DAOs

In what way is this initiative (and others) a DAO? Although it’s mentioned it will be setup as a DAO, it isn’t clearly described what or mechanism will enforce this. Furthermore, this application mentions an existing Korean legal entity:

Isn’t this more like the community (via governance) funding an established business on a year-long statement of work?

  • Is there a path to meaningful (decision making) membership for community members to join the DAO?
  • What software stack is being used? Will it be on the Celo network?
  • Will DAO decision making be public?
  • Is a multi-sig treasury a DAO?

I’m fine with this being a governance-funded working group managed by a self-selected group who put together a proposal and did the planning and budgeting work to get it this far. But as an ecosystem (blockchain-wide) we need to stop calling things DAOs as a catch-all for any organisational unit funded or working on crypto initiatives, because I think it potentially obfuscates the nature of the organizations we (governance) are funding.

Metrics

One thing that strikes me in this application is that the sense that lack of “partnerships” are a problem for the protocol, and if we only have more of them, Celo and the ReFi movement will be better off somehow. This may or may not be true, but as a community we should be evaluating what value partnerships are actually providing. In 2017, announcing a partnership would drive speculative token appreciation like crazy, but very few of these deals ever eventuated in anything permanent. I’ve been hearing about global brands like McDonald’s, Pepsi, Nike etc associated with this or that blockchain for years.

So while that’s a general criticism of the industry, I would love to see a partnership metric based on the subjective value or impact of partnerships which leverage the specific benefits of Celo as a technology. We should be piloting or deploying everything that is already mature in Celo as well.

For example:

  • 10+ community partnerships

vs

  • Complete pilot program of on-chain carbon credit trading or sequestering with one of the top 3 ESG firms in Korea. Our target companies are: ABC, DEF, XYZ.
  • Find 1 high-value public and recurring donor to the Impact Market program and publish a piece in the top circulating newspaper.
  • Create a new Impact Market beneficiary communities in the following cities or communities: ABC, DEF, XYZ.
  • Trial KRW fiat on-ramp terminal in at least 3 convenience stores in the following districts: A, B, C

To me, the metrics should not merely be the count of things achieved, but the impact or desired outcome. Further example:

  • 5+ collaborations with ReFi-aligned companies.

What does this collaboration look like? Is it using any specific asset deployed on Celo? Are we building something new for each collaboration to use? Are these simply sponsorships or technical collaborations? Putting the Celo logo on the side of a recycling van is very different to becoming the technical partner to Korea’s energy industry government carbon trading program. You’re not forming collaborations for the sake of collaborations, I assume the long-term goal are ReFi / Celo protocol related.

  • Propagating the ReFi and Celo narrative to 6+ educational institutions

This metric is not falsifiable in it’s current form. What does propagating the narrative mean? A 500-word article in the university paper? Sponsoring a university sports-team and co-branding their jerseys? Appointing a Celo social lead in a university? I realize this kind of detail may not all be known up front of course, and as your networks develop so may the direction you take, but again the point I’m trying to make is, the activities themselves aren’t the metric, the outcomes the activities generate are.

  • 3-digit new social media followers via Twitter Spaces, Instagram Lives or Social Posts.

I think this is metric is too small to be honest. I’m an extinct marsupial on Twitter that posts about the Eurovision Song Contest and I think I have 3-digit followers. Is this metric relevant?

I know I’m just being somewhat picky here, but in combination with the DAO structure (or not) - what happens if the community funds this proposal and some of the metrics are not met? Is there really any mechanism for redress?

ReFi House Expense!

Thank you for the detail in the budget and compensation details, but this expense for a ReFi House stands out. What is this expense exactly?

Standard commercial office space rental in CBD in Seoul might set you back say 120,000 KRW per pyeong (3.3m^2) in late 2022 (source: https://www.statista.com/statistics/977172/south-korea-average-rent-prime-offices-seoul/).

$80,000 USD is approximately 105,000,000 KRW, divide by 120,000 KRW / pyeong gives you 875 pyeong or over 2000m^2 of space?. Maybe I have the maths completely wrong but this expense seems excessive. Are you renting an entire building? A single floor? For $80k you could put a meaningful deposit on a property purchase in many countries.

Do you have one in mind? Can you provide a link to the lease page or rental agreements? Additionally, this further questions the DAO concept in my mind. Is this building the HQ of this DAO or an open house like a library? This line item seriously needs more detail.

TL;dr

At risk of being grumpy old man here, but do we really know that outreach, education, developer mind-share, narrative alignment are the problem? I’m asking this question often, because as a steward for the Prezenti grants program, we have received so many broad applications in the “education” space.

Can we go back to simply building things that people want and make their lives easier?

I’m actually perfectly fine to trust a doxxed and trusted team with proven record who are aligned with building and promoting Celo in Asia, if that’s what is - let’s just not DAO-wash everything.

Yes, I benefit personally from a successful governance application via my hourly compensation for the Prezenti program, and I’m not trying to close the door behind me or block anything here. I think we owe it to ourselves to make sure we all know what outcomes we are expecting from all of these working groups.

What is this exactly? It’s in the outsourcing section so it looks like you’re paying a local business development consultant or agency a solid yearly salary, and nearly 10% of the entire budget here. Is this person or persons full time?

Apologies for the delayed response. I myself is relatively new to the CELO community. This initiative was in part a culmination of several dialogue and meetings with the founders and community players within the ecosystem, but we understand some areas could always use more clarity.

The legal entity in Korea is an existing non-profit. One effort was to partner with said non-profit to drive CELO related educatio, awareness etc. There’s a lot of government funding and other corporate ESG budgets that are available, hence the existance of a non-profit entity. But no need to tether this initiative to that. :slight_smile:

DAO tooling and decision making process will be public but we haven’t gone out and ironed out that portion.

Unlike other regions, Korea is purely a retail market as it sits today. From our search and running CELO events recently following BUIDL Korea conference, there’s only a handful of PR that went out in regards to CELO. Crypto related activity here is very mature (imagine if the US had 20%+ population trading crypto, SF and NYC would look very different) that’s Korea and following a lot of turmoil from LUNA, KLAY, ICON and more, there’s an opening for a new fresh narrative around CELO being the “project for good” to emerge. Hence this initiative.

On calling it a DAO. Doesn’t need to be a called a DAO. But that’s a broader topic.

The idea to to win legitimacy as the optics around crypto are quite negative. CELO has always differentiated with other projects that have tried to enter this market. It’s legitimacy via association. Remember, Samsung is 23% of South Korea GDP. What’s considered legitimate here are very different than havin a couple of stores use a CELO related product.

The partnership angle will follow if our grassroots engagement efforts (content, education etc) pan out well. We feel there’s this thirst of younger crypto enthusiasts to get involved in a project that is here to do good. UBI and other social goods is a major political topic and one of the primary narratives for presidential candidates (in 4 years, 1/5 koreans will be over 65 years old, and we have the lowest birthrate in the world) as you can imagine, the parameters of our addressable audience is very very diffrerent than other markets that are often more builder centric, or utiltity oriented (emerging markets)

This is great. University programs are picking up speed here.

What’s measurable is a bit debatable. We can probably just look at trading volume on UPbit which is now nearly 90% of all retail volume in Korea. Koreans are not on twitter and people in general here don’t show up to townhalls and debates. That’s a very western format. (for example, not a single presidency in the history of Korea displayed a live debate for the people of Korea. Our democracy is a bit different)

What’s most effective is content that highlights CELO’s efforts in other key markets, impact CELO is creating and getting associated with corporates and young people. Then perhaps we can find product teams to explore using the CELO tech stack.

On the ReFI house, this was definitely more of a nice to have. Please keep in mind that the population density in Korea is all of America in Colorado. and super homogenous. Getting people together in person is key. and the people here want to see the founders of projects make physical appearances. The house can start as a small office space where we host CELO sessions, refi talks and more.

As for your feedback on building things that people want.

The notion of contributing to open source is foreign in Asia. Nobody uses Dapps here. Technology doesn’t win here either. Every project in the world is dumping their resources locally to win partnerships and create a buzz, we believe CELO has a unique angle and we have the right team to deliver that narrative.

How visibility and more is delivered to the community, we can always tweak. :slight_smile:

Sorry but I can’t support this proposal, because

  • there’s not a clear KPI and OKR in terms of outcomes from the investment
  • an over-investment in offline activities.

Most of all, in Korea, while the cryptocurrency development ecosystem itself is not large, the awareness of celo is particularly low, so it is difficult to expect that the above activities will expand the developer community in Korea.

Not only the policy and legal environment for cryptocurrency, but also the perception of society is not really good due to many issues including Terra-Luna incident.

As a financially advanced country, Korea already has a very high level of financial inclusion, such as open banking, free remittance, financial infrastructure, and extremely low literacy rate. It is not a country that Celo needs to urgently focus on to achieve its vision.

It depends on the vote, but please focus on other countries. As a marketer working in Korea, my opinion is that these activities are difficult to achieve the expected effect of DAO.

And I have to say that hourly wage should be considered based on the expertise and experience of specific employee. Because the current wage is very very higher when compared to statutory minimum wage and the average hourly wage of ordinary workers in Korea.

The legal minimum hourly wage in Korea is around $9, and this amount is applied to simple part-time work.

For the hourly wages of top-class companies in Korea, please refer to the following article. This is a data of 2020y, but we can see that the proposed amount is huge even considering an average increase of about 5% per year.

thanks for your feedback Celodaily. I think you are totally right about developer ecosystems and the competition for them is fierce especially with all the US protocols marketing locally in Korea. We actually have an updated proposal that we were in the process of loading. There was a governance call earlier today where we discussed the general strategy and the situation of Korea.

But on the perception piece, the goal is, because there’s so much negative sentiment around crypto projects as a whole, I think Celo has an opportunity to differentiate itself. It’s the only ESG-type of project of it’s kind. :slight_smile: Hope that makes sense.

You are considering this negative perception as an opportunity, but I think it’s a threat from outside. So it will be really difficult for Korean companies to find out the reason to cooperate with crypto project for ESG movement, when they consider the people’s perception. I’m not saying that it is a problem that cannot be solved forever. I’m just saying that this is not a right time in Korea.

And in terms of viewpoint seeing global perspective, i think Celo needs to focus on other countries first.

Celo Korea aims to mobilize local talent to build awareness and communities that align with Celo’s mission. Despite South Korea having the largest trading volume of CELO, there are no local community activities or press highlighting Celo’s ongoing efforts. This opens an opportunity to introduce “ReFi ,” which can counteract the negative perceptions around crypto following the recent downtown and highlight the potential for positive social impact, which we believe is timely and important.

By aligning the Celo narrative with key themes around ESG, social impact, blockchain thought leaders, and introducing ideas like regenerative finance – the objective is to foster positive change and enhance Celo’s credibility locally.


1. Situation

Korea frequently has the highest trading volume for CELO, yet visibility around Celo Foundation’s efforts and our community at large is non-existent.

Korea is a highly active and mature market for cryptocurrency. As shifts in global macro sentiment towards crypto are being questioned, leading ideas in our industry are being questioned as well, particularly in Korea where cryptocurrency adoption and speculation rates are among the highest. This presents a grassroots opportunity to introduce a new narrative.

Currently, Gamefi, Defi, and NFTs all have negative connotations. By dissociating Celo from financial upside and gambling and introducing ideas around prosperity and regenerative finance, we are confident that we can get both corporate and government attention and involvement, expediting Celo’s mission.

One of the challenges we have faced as a market is that Korea has always been the liquidity and price action market for western protocols. The market has been burned many times over, and Celo can present a different narrative.

2. Proposal Objectives

2.1 How we will do this

Milestone 1: Content Localization
Take everything Celo has done thus far + future announcements (ie, new product etc) and have it localized and delivered through effective channels.

Milestone 2: Community
Build out kakao/telegram and other community channels so that our messaging has reach.

Milestone 3: PR and Education Content
Come up with media coverage around Celo, conduct technical research and provide resources ie: educational content, localized technical documentation.

Milestone 4: Partnerships/Products
Once we build out CELO’s position in Korea, certain projects built on CELO can potentially be localized and launched here. If ESG narrative grows, there’s many corporate budgets and government initiatives around ESG we may be able to qualify for.

2.1.1 Milestone 1: Content Localization

Goal

Celo Korea will provide Korean language support to facilitate growth in the Korean market. Take everything Celo has done thus far + future announcements (ie, new product etc) and have it all localized and delivered through effective channels.

Execution

  • Develop tailored blog channels: Create distinct platforms designed to cater to diverse audience needs.
  • Publish regular, localized content: Curate and deliver relevant, professionally localized weekly content to stay current and strategically pertinent.
  • Maintain brand consistency: Ensure the blog channel aligns seamlessly with Celo’s existing branding, maintaining brand integrity.
  • Leverage secondary channels: Utilize additional traffic avenues to maximize content exposure and broaden reach.

Goal

To broaden our reach and foster a sense of belonging, we aim to build and fortify various community channels like Kakao and Telegram. Our focus will be on increasing engagement, sharing relevant information, and promoting discussions around Celo’s contributions and advancements.

Execution

  • Establish Community Channels: Create designated spaces on platforms like Kakao and Telegram. These channels will serve as a hub for sharing news, updates, and sparking meaningful discussions about Celo.
  • Facilitate Regular Interaction: Engage the community with regular updates, AMA sessions, trivia, and quizzes related to Celo to enhance participation and keep the channels active.
  • Community Moderation: Appoint community moderators to maintain a healthy environment, provide timely responses, and manage any potential conflicts within the community.
  • Promote Collaborative Projects: Encourage members to participate in collaborative projects, enhancing their understanding of Celo while fostering a stronger sense of community.
  • Conduct Meet-ups: Host regular meet-ups to bring the community together, discuss new developments, answer queries, and understand community expectations and suggestions.

Raise awareness of the ReFi movement in Korea and enhance recognition of Celo as one of the key drivers of this movement. Come up with media coverage around Celo, conduct technical research and provide resources ie: educational content

  • Explain the ReFi movement and Celo’s role: Produce and distribute educational content focused on the ReFi movement and Celo’s role within it.
  • Organize workshops, seminars, and hackathons: Host workshops, seminars, and hackathons to highlight the benefits of Celo in the context of ReFi, fostering a community of builders.
  • Collaborate with educational institutions: Collaborate with educational institutions to incorporate this narrative into their curricula.

We will present the summary of our progress according to milestones and quarterly timelines. In terms of community growth, we aim to achieve an impressive increase in the number of active users in Celo. As for developer participation, we will work hard to engage more developers in our projects and we derive a positive response from them. Finally, we will strive to onboard existing/new projects to Celo.

Financial Report

We will establish a multisig account for security. We will provide detailed transaction history of our business entity’s crypto and bank account for the sake of transparency in our expenditure of the grant. Our financials will be shared in periodic updates for milestone recap.

Project Updates

Information about the status and progress of building local Web3 Dev Community, including the status of onboarded projects and the development of solutions for government and local issues will be shared and reported.

Community Engagement

Overview of the growth and activities of our community, including number of active developers, collaborators, and social media followers. Our exposure to the local community will be presented in verifiable form such as press, social media and testimonials.

Plans for Next Quarter

We will elaborate on our goals for the upcoming quarter, including potential project conversions and anticipated challenges for execution.

After reading the updated proposal I’m still AGAINST it.

Right now, we have 3 Celo Regional DAO:

  • Africa DAO and LATAM DAO with a focus on the part of the world where access to the banking system is harder and the economic system has suffered from 2 digit inflation for a long time and where the presence of a permissionless decentralized stablecoin and peer-to-peer medium of exchange payment system like the Celo blockchain is a potential net plus to improve the lives of their citizens.

  • Europe DAO is more focused on a B2B approach, I would say. They will try to improve the Celo awareness in the European Content by participating in events not attended by the foundation and by leveraging their network to onboard more companies into the Celo ecosystem.

Nevertheless to say that all the 3 DAO have within their members long-time community participants, people who choose to build a project on Celo and early days believers of the Celo vision.

All these 3 DAOs were approved in 2023 and still have to prove themselves and deliver what they promise. That’s why I believe is important to collect feedback from their first seasons’ initiatives in order to refine and improve the formula for the potentially future DAOs.

Personally, I was in favor of approving only 1 Regional DAO and seeing the progress and developments of it before approving more, but the community choose otherwise, and I, of course respect the community vote.

That said, I also think, like @Celodaily, that Korea “It is not a country that Celo needs to urgently focus on to achieve its vision.”

To further enter into the merit of the Proposal, the following are some of the things that raised my eyebrows and that I would like to have more details about:

Can you further expand with a list of websites and “other digital assets” that you intend to adapt for the Asia market? (Korean market?)

Why doyou need 5k to set up a Telegram group and other social platforms?

Can you also go into more detail here? Looks to me like a lot for 6 months of activity, especially because you don’t project any expected number of community participants and is also only focused on the Korean Market.

In conclusion, I would also like to see expected KPIs in terms of user acquisitions and retention instead of aiming to “achieve an impressive increase in the number of active users in Celo”.

Please add for clarity also the total amount requested and the timeframe of your operations.

Thanks for the update.

  • Telegram and Kakaotalk channels already exist.
  • All content-related work should be defined with the quantity of the deliverables.
  • If a specific task needs a budget because it should be done through a 3rd-party agency, it should be described.
  • Roles and responsibilities of each employee should be defined.

I still believe that this plan is not an urgent task for achieving Celo’s vision. Korea is both an advanced financial country and a culturally/institutionally conservative nation when it comes to cryptocurrencies.

Indeed, Korea is a significant country from the perspective of $CELO trading. At the very least, if this plan includes listing Celo on other major exchanges such as Bithumb, Coinone, and Gooax, Korean community members will likely support it. However, I’m not sure if this kind of activity is appropriate to be pursued through the community fund.

We understand our crew is relatively new to the Celo community, but to date, most communities Korea/Japan aren’t active participants as Celo’s narrative fell outside of these key markets. DSRV is the largest validator locally who’s supposed Celo’s efforts, built their initial Metamask integration etc. But outside of that, very little ‘activity’ for Celo here. The group we have today in my opinion, is the best mix of key interest alignment, market strategists and execution partners as we have members who are ex-Hashed, RefiKorea and DSRV etc.

Celo’s core mission requires two things: incredible products build on the Celo stack and $CELO to capture attention and mindshare. We’re starting with the latter and we feel it’s the path of least resistance here.

‘Building’ isn’t Korea or Japan’s core competency. And with the regulatory shifts in the US driving more and more projects to Asia, it’s overly competitive and not capital/time efficient. Thus, our approach was to build community and awareness as our diligence showed that in the past few years, we found single-digit press coverage on anything Celo locally and to date, minimal effort went into marketing all of the great things happening in this ecosystem.

On budget:

over 6 months that is $833.33 a month. We felt it was reasonable budgeting. We’re also not translating, transposing. Please bear in mind audience here is quite mature in crypto. Korea is not a 3rd world country.

should actually be $5k/month. Local agencies charge between $5k to $25k / month. We’re hoping to bring this in-house to keep costs low. There is a telegram channel that exists - but it’s not actively managed so the local audience has no where to go to get information, questions about Celo.

On KPI: its hard to project community participants – we’re going after $celo liquidity, but through legitimacy with the right associations, content, narrative etc. Once we have an audience, then projects.

We’re hoping to run fast, so 6 months to see if we can make meaningful difference.

Upbit accounts for 85% of retail trading volume in South Korea. I’m familiar with Bithumb, CoinOne, and GoPax. Happy to approach them, but easier/cheaper, if we can prove that we have a vibrant local community, as these exchanges have different local banking partners each and are unable to onboard non-Koreans.

I disagree. Korea imo, is top priority #1, especially in this climate - in achieving Celo’s vision. If we don’t effectively weather this cycle, Celo will have very little in their treasury to onboard new builders and new grants globally.

Telegram Kakao channels – if you look are inactive and largely dead. Needs active management.
Content is about quality and accuracy, not quantity. 3rd party agencies are far too expensive for this budget, please keep in mind that every mainstream crypto project in the world is fighting for attention in Korea - supply demand.
