**Summary**
This proposal seeks approval from the Celo Community to vote with the community MENTO token allocation to activate transferability of the MENTO token. Initially launched as a non-transferable governance token, the MENTO token was designed with a future option to become transferable contingent upon the protocol’s maturity, as well as community and market readiness. Given Mento’s progress, product traction, and with the strategic focus on stablecoin-based onchain FX markets, enabling token transferability is now timely and beneficial.

**Background**
Via [CGP#180 “Mento Spin-off and Launch of the MENTO token”](https://mondo.celo.org/governance/cgp-139), the Celo Community approved the transfer of governance over the Mento Protocol (smart contracts, Reserve, etc.) from CELO to MENTO token holders. [CGP #235](https://mondo.celo.org/governance/cgp-156) enables MENTO governance.

50M MENTO tokens are allocated to the Celo Community, empowering members to have a direct voice in shaping the future of the Mento Protocol through governance voting. For full details, see the forum post [Empowering the Celo Community with Mento Governance Rights](https://forum.celo.org/t/empowering-the-celo-community-with-mento-governance-rights/10122/).

This proposal seeks the approval from the Celo Community for the community fund to approve MENTO token transferability.

The MENTO token was introduced to provide decentralized governance and alignment among the protocol’s stakeholders. Transferability was deliberately deferred to ensure controlled growth and community-focused governance participation. The completion of the Mento governance transition allows the Mento Community to take the next step in Mento’s decentralization roadmap by seeking MENTO token transferability.

Anyone can engage in Mento Governance by locking MENTO token and receiving veMENTO, which grants voting power for protocol proposals. The longer tokens are locked, the greater the voting power. Mento token holders can find more information on governance on the [Governance Docs Page](https://docs.mento.org/mento/protocol-concepts/governance) or directly by using [https://governance.mento.org/](https://governance.mento.org/)

**Motivation**
Activating MENTO token transferability is expected to:

- enhance liquidity and accessibility, enabling a wider and more diverse group of stakeholders to actively participate in Mento governance;
- facilitate deeper decentralization by incentivizing and empowering new contributors, further distributing governance influence across the community;
- strengthen the protocol’s resilience and community ownership by further decentralizing token holdings;
- align token utility with current market expectations, working towards tangible economic incentives that drive innovation, active participation, and strategic collaborations within the broader decentralized finance ecosystem.

**Rationale**
Mento has reached significant milestones demonstrating the community’s readiness for token transferability:

- Mento decentralized local currency stablecoins are among the growing stablecoins in the industry with 15 local stablecoins live, that include all G7s and key African, LatAm, and South East Asian currencies
- The Mento Asset Exchange, integrated into leading solutions like Squid Router or Opera MiniPay, processed over 550 million transactions in 2024.
- Mento has over 8m users with around 400k daily active users and strategic partnerships with major global organizations, including Deutsche Telekom, Opera, Chainlink, RedStone, Valora, Fonbnk, Yellow Card, and many more.
- MENTO is about to unlock the next stage of growth with onchain FX trading.

**Technical Implementation**
Upon approval, the unpause() function on the MENTO token contract will be invoked, enabling the transferability of the MENTO token.

**Governance Vote**
In an upcoming CGP, the community is asked to vote on the following proposal:

“Do you approve the activation of transferability for the MENTO token?”

- YES – Activate MENTO token transferability.
- NO – Maintain current non-transferable status.

Is this just a vibe check? Or is the unpause() function governed by Celo governance instead of Mento?

Edit: Or do you need the Community Fund’s MENTO allocation to pass the proposal on Mento governance?

The unpause() function is part of the Mento governance. The proposal seeks approval from the Celo Community to vote with the community MENTO token allocation in Mento governance to activate transferability of the MENTO token.
As the Celo community fund has locked MENTO token it can participate in Mento governance. Therefore, to allow the Celo community to participate and vote in important governance decisions, this is a “proxy vote”. Transferability is an important step, approval from the broad Celo community and votes both from the community fund and community members with their airdrop allocation, support this step.

When this proposal is supposed to go on a vote? Are there any plans to establish a liquidity pool as soon the token become “tradable”? If so could you please share a time line that includes the platform where the pool will be established, the pair abd the size?

The sequence of events would be:

- submit the proposal to Celo governance for the proxy vote
- submit the proposal to Mento governance for the main vote
- if the community decides that the token should become transferable, the proposals pass and get executed anyone in the community can open up pools / trading pairs.
With all the support here we can start the first step, the CGP, this week, which would mean transferability in August if all goes through.

Thanks for your answer Markus!

I’ll suggest you to book a slot to present during this Thursday governance call so that you can spread the word about this crucial step for Mento and the broader Celo community and submit the proposal shortly after.

I have never received any MENTO TOKEN Since I have been making deposits on my MINIPAY ACCOUNT. WHY? It’s very disappointing, because that was not the Promises from the MENTO TOKEN Organizers. We were promised to deposit at least $5 and Start receiving the Token

Any idea for when unpause() will be called?

Edit: I see now there’s a Mento forum where this has been discussed pending security review.

Thanks @Markus, I’m sure its the right decision, but feels a little odd after proposing this governance, having it successfully voted on, then only not executing because of a security concern that was brought up. If that concern was never brought up presumably this would have been executed as planned and MENTO would be trading.

I understand the extra time might have given the team a chance to review whether the timing is correct right now, and that’s fine, probably good long-term for all the reasons in the blog post.

This update don’t mention in any way the reason that was communicated (cross-bridge token security concerns) at the time the MENTO token Transferability vote passed but was **not** executed.

It feels now the Mento labs decided to wait more for the MENTO Token Transferability after a last minute change of idea.

In your team forum post [here](https://forum.mento.org/t/mgp-7-transferability-timeline-update-conducting-additional-security-checks/83) this was stated: “We aim to relaunch the transferability proposal as soon as we can confidently confirm that all security concerns have been addressed.”

Can you please clarify the result of the security investigation?

Yeah my thoughts exactly. It literally would be trading right now if this security issue didn’t come up. The resource cost for all the people involved in governance is non trivial and it just feels a little flippant to then be like “actually yeah we didn’t actually want to go live just yet…”
